The HALO Trust seeks an experienced and dynamic manager to lead our programme in Bosnia and Herzegovina. HALO has been active in Bosnia and Herzegovina since 2017, helping the government meet its obligations in relation to the control of small arms and light weapons (SALW) through physical security and stockpile management (PSSM) projects. We are currently working in partnership with the Bosnian Ministry of Defence, Armed Forces and the European Union Force in Bosnia (EUFOR), to establish a sustainable and comprehensive weapons management system, reducing the risk of illicit gun ownership and trafficking.
We have completed the initial preparatory phase of the project and are now conducting training in marking, registration and record keeping. We are also sourcing equipment and developing the necessary infrastructure and support for the inventory and marking of all weapons held by the military.
You will be joining the programme at an exciting time as we aim to expand our small arms light weapons programmes across the Western Balkans with research currently underway in Albania, North Macedonia, Montenegro and Serbia.
Overseeing all the programmes activities, you will ensure that all operational and contractual obligations are realised by developing close working relationships with your national and international management teams. In addition, your role will include overseeing finance management, fleet management, procurement and logistics, security, donor proposal generation and other responsibilities associated with managing the programme. You will work closely with the incumbent Project Development Manager.
Your key responsibility will be to represent HALO’s Bosnia programme at all levels and with all relevant parties such as embassies, government representatives, Bosnian Armed Forces, EUFOR, other NGOs and agencies with whom HALO interacts. Ensuring that HALO’s reputation remains strong, you will provide leadership and guidance to your programme and teams. The role will be based in Sarajevo, with a requirement for travel across the region. Ideally we would like the successful candidate to commence in August 2020.

Requirements
As well as demonstrable skills in people, project and financial management, the successful candidate will have previous experience working overseas in senior management roles and managing and leading projects and/or programmes, from project design through to contract delivery. Knowledge of and experience with PSSM/SALW projects is essential, management of them is desirable. You will have demonstrable experience of working in complex political environments that require tact, sensitivity and relationship-building skills. You will need to have high level planning, organisational and diplomatic skills to negotiate with various political and military stakeholders. You will also have the ability to engage with high level military contacts.

Excellent communication and interpersonal skills, able to build effective working relationships with national and international staff
English fluency
Microsoft Office literacy
Ability to multi-task, plan & prioritise tasks effectively, and work calmly under pressure
