We are presently identifying candidates for the following position: Anti-Corruption Advisor - Specialist Advisor IV. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Guatemala City, Guatemala  on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:  
 
Minimum Qualifications
U.S. Citizen (USC), Third Country National, or Local National.
MRPT Clearance (for USC & TCNs) or RSO Certification (for LNs)
Master’s degree and ten (10) years of experience working in legal sector, anti-corruption programs, internal investigations, prosecutor’s office, criminal justice, law enforcement, or international relations; or Bachelor’s degree and fifteen (15) years of experience working in legal sector, anti-corruption programs, internal investigations, prosecutor’s office, criminal justice, law enforcement, or international relations; or twenty (20) years of experience working in legal sector, anti-corruption programs, internal investigations, prosecutor’s office, criminal justice, law enforcement, or international relations.
Three (3) years of specialized experience working with police internal affairs or anti-corruption programs, such as financial crimes investigations, Federal or State prosecutor’s office, or State Attorney General’s office.
Three (3) years of experience as an employee or advisor collaborating and/or supporting a law enforcement agency such as Ministry of Interior, INL, United Nations, FBI, etc.; Must understand law enforcement culture, procedures, activities and law enforcement limitations.
Three (3) years of experience living and/or working overseas in a governmental capacity.
Ability to speak, comprehend, read, and write effectively in English (3/3) and Spanish (2/2).
Possess a valid driver’s license and be able to complete the U.S. government Incidental Driver’s Certification at Post.
Possess, and be able to maintain, a passport with no travel restrictions.
 
Responsibilities:
Advises and assists the Citizen Security Program Officer (CSPO), the Anti-Corruption and Institutional Development Program Manager (ACIDPM), and works closely with other INL Third Party Contractors, other U.S. Embassy agencies, and Guatemalan government officials on all aspects of INL citizen security and anti-corruption projects related to the Anti-Corruption and Institutional Development (ACID) program.
Helps establish, develop, improve, coordinate, and sustain innovative anti-corruption projects designed to reduce corruption, enhance transparency, and improve efficiency.
Assists with the planning, coordination, implementation, maintenance, and monitoring of projects, training, activities, and other events to support the Guatemalan government’s efforts to reduce corruption, enhance transparency, and improve efficiency of the Guatemalan National Civil Police (PNC).
Assists with the design and implementation of studies analyzing the root causes of police corruption and tracks relevant statistics.
Proposes strategic plans to address anti-corruption priorities to include:  1) low level PNC corruption including everyday corruption with Guatemalan citizens; 2) bureaucratic corruption including the misuse of internal procedures and administrative processes and resources for private gain; 3) corruption linked to criminal groups including narcotraffickers; 4) high-level corruption of PNC abuse their power for personal gain.
Assists the PNC Academy personnel with a transparent recruitment and selection process for the PNC to help curb police corruption.
Assists the PNC Inspector General’s office to foster reliance on meritocracy to recruit and select more qualified PNC candidates, and train on values to enhance job performance and integrity as a factor in curbing corruption among the PNC.
Establishes, develops, improves, and maintains close and effective working relationships with relevant counterparts that can advance effective anti-corruption projects.
Advises and assists the CSPO and the ACIDPM with training of Guatemalan government officials, including selection of PNC personnel, and presentation of relevant trainings.
Attends anti-corruption-related fora, activities and events and reports to the CSPO and/or the ACIDPM.
Prepares and presents detailed information and analysis, to a variety of audiences, in a clear, concise, persuasive, and effective manner, in English and Spanish.
Prepares weekly and monthly activity reports relating to anti-corruption projects and investigations, and the impact of those efforts on PNC corruption, and reports of meetings, seminars, and projects with government and non-government representatives.
Travels to various sites to monitor the progress of current and developing PNC anti-corruption programs, projects, and investigations throughout Guatemala. 
Facilitates the flow of accurate and timely information among stakeholders, the INL program offices, and other Embassy and national stakeholders.
Contributes to other ACID team efforts as needed.
