POSITION SUMMARY:   

Serves as the Theater Logistics Support Facility Supervisor for the Training Support Services (TSS). Participates in developing and executing plans, policies and procedures related to support services, hazardous material, Host Nation support, logistics exercises and transportation during peace stability operations and war.  

MAJOR JOB ACTIVITIES:  

Responsible for coordinating and managing the inventory schedules for all property and materiel; to include subcontractor inventory schedules and compliance assigned to the logistics team of the entire Training Support Services (TST) operations.  

Reviews and identify Lifecycle equipment and submit requisition for replacement of Lifecycle equipment.  

Manages property control activities to ensure continual accountability of government and company property in accordance with applicable government regulations or corporate policy.  

Performs all aspects of administrative and technical property administration and coordination work with business partners across various training platforms (e.g., receiving, inspection, inventory scheduling, movement, Hand Receipts, storage management, cataloging, property utilization, sub-contractor hand receipts, LTDDs, disposition and task order close outs) related to depot, local, or other supply activities at various sites.  

Maintains property accountability records and determines condition and arranges disposal of surplus or obsolete material or equipment utilizing PCARSS.  

Manages LTDDs via the DMCA e-tools website and arranges for disposal of damaged or obsolete material/equipment in accordance to the FAR policy throughout assigned efforts. 

Maintain database of various types of files to include Purchase Orders/Receiving, Return to Vendor, IMEX, Inventory, LTDD, PCARSS, Movement of property, DD Form 1149 and DD Form 250.  

Incumbent assists MPM’s with the management and coordination of property and logistics matters across various Sub-TFAs.  

Responsible for coordinating accuracy of initial and replacement material/equipment procurement through established systems, specifically, ensuring accurate procurement efforts are in synch with the property locations and storerooms and proper identification of property classification and all required FAR data fields are populated in MAXIMO. 

Performs planning, scheduling, and coordination for the movement of materials and equipment to support logistic needs within MAXIMO (virtually) and through other means (Freight Forwarders, coordinates ITARS/IMEX.  

Coordinates Required documents for Customs and Property Pick up at Central Receiving Points.  

Maintain all signature cards and Accounts up to date with Property Book team 10 and ARCENT.  

Incumbent participates in Government Acceptance Tests (GAT) and Task Order Close-Out Joint Inventories, as required. Candidate MUST be able to provide guidance on government regulations/FAR pertaining to property accountability; develops, recommends, and implements property administration policy; prepares periodic briefings for CLM Site Lead as well as special purpose reports relative to customer needs.  

Responsible for the accuracy of supply records in MAXIMO.  

Monitor actions pertaining to Return to Vendor (RTV).  

Provide guidance and training sub-contractors as required.  

Responsible for other duties as assigned as well as the supervision and work distribution for subordinate employees. 

 

MATERIAL & EQUIPMENT DIRECTLY USED:   
Computer, MAXIMO and FM radios. 


WORKING ENVIRONMENT:  

Indoor and/or outdoor environment.  

Standard work week will be six (6) days per week for up to eight (8) hours per day. May work 12-hour shifts as required. 

May be required to work an uncommon schedule including nights, weekends and holidays.  

Must be able to work in extreme environmental conditions including dust and high temperatures.   

Must have professional appearance consistent with US military customs. 

Required to observe all safety, security, and health requirements for office, warehouse, and outside environment. 
 

PHYSICAL ACTIVITIES:  

Must be physically capable of lifting 75 pounds a vertical distance of four feet and carrying this weight a horizontal distance of 25 feet.   


 
Qualifications
 
MINIMUM QUALIFICATIONS:  

Education/Certifications:  

Bachelor’s Degree from an accredited institution. Additional experience in logistics and/or supply chain may be considered in lieu of degree requirement. 

Have 4-6 years direct experience in the property or supply fields. 

Must be able to work and build a team environment.  

Knowledgeable on working with other sub-contractors and commercial hand-receipts Knowledgeable of the Army and Federal Acquisition Regulation (52.245-1 and 45.5) as related to Contract Property.  

Candidate must possess excellent personnel communications and office skills.  

Applicant may be required to travel and will be required to work in compliance with ISO safety policies and ITARS procedures.  

Perform other tasks assigned by the PMO Manager in a manner that enhances customer satisfaction 

 

Experience: 

15 years’ experience as a US Army Commissioned Officer (S4), Warrant Officer in MOS 920A (Property Accounting Technician); Senior Non-Commissioned Officer or equivalent civilian service.  

Minimum of 8 years’ experience as Property Book Officer (PBO) 

Requires one or more of the following: 

Diploma: Property Accounting Technician (920A) 

Senior Warrant Officer Technical and Tactical Certification Course 

Master Warrant Officer Technical and Tactical Certification Course 

Civilian equivalent certification of above listed courses, i.e. Certified Logistics Engineer, etc. 

Strong working knowledge and understanding of AR 710-2 (Inventory Management), AR 725-5 (Property Accountability), AR 725-50 (Requisitioning, Receipting, and Issue System), DA-PAM 710-2-1 (Using Unit Supply System-Manual Procedures), and DA PAM 710-2-2 (Supply Support Activity System-Manual Procedures). 

Advanced knowledge in the operation of ULLS-4 Data System. 

Advance knowledge Global Combat Support System (GCSS) –Army. 

Advanced knowledge of warehousing or goods received and shipping processes. Must be familiar with and execute ITARS requirements. 

Proficient in computer skills to include Microsoft Office applications; MS Word, Excel, PowerPoint as well as filing systems and office document organization.  

 

Required Qualifications: 

Must meet USCENTCOM physical / medical requirements. 

Must deploy to USCENTCOM training locations with austere living conditions. 

 

Specialized Knowledge: If applicable 

Operating knowledge and technical expertise in the use of MAXIMO and other RIIS logistics databases. NPMA CPPS certified. 

Must be proficient in computer operations.  

Demonstrated proficiency with Range Safety Danger Area Diagrams (SDAD) to ensure safe range operations for ground weapon systems is required.  

Working knowledge of the Army Records Information Management System (ARIMS)

Clearance/License: 

Must have an active Secret security clearance. 

Must have a valid US Driver License, and the ability to obtain a U.S. Government Motor Vehicle Operator License and Kuwait Driver License.  

Must be able to obtain a Civilian Access Card (CAC) 

Must be able to maintain USG network access.
