ATSG Corporation is seeking qualified candidates to fill three (3) positions as Senior Police Advisors to support the Bureau of International Narcotics and Law Enforcement Affairs’ (INL) Office of Africa and the Middle East (INL/AME).
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international criminal justice programs for the U.S. Department of State. INL’s Office of Africa and the Middle East (INL/AME) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to rule of law and police reform activities in Lebanon.
INL assistance promotes the U.S. strategic goal in Lebanon of supporting Lebanon’s viability as an independent and sovereign democracy capable of responding to the needs of its citizens, while maintaining internal stability and meeting its international obligations regarding UN Security Council Resolutions (UNSCR). Specifically, the goal of INL’s programming is to increase state stability and delegitimize non-state institutions by strengthening Lebanon’s Ministries of Interior and Justice, Higher Judicial Council, and Internal Security Forces (ISF) to enhance service delivery to the public, and improve the prevention, intervention, and adjudication of criminal and terrorist incidents.
INL works toward this goal partially through law enforcement modernization efforts, which are focused on the professionalization of the ISF. These efforts are designed to assist security and related institutions to develop into a professional and democratic police force dedicated to protecting the people of Lebanon. Increased ISF effectiveness will lead to increased public support and trust in the ISF and state institutions.
This contract will directly support INL’s Expanding Police Professionalism (EP2) program. The goal of the EP2 program is to improve the professionalism and responsiveness of the ISF’s Territorial Gendarmerie (TG) units in order to provide effective policing outside of the greater Beirut area. INL plans to accomplish this through enhancing their basic policing skills and control tactics, techniques and procedures; enabling coordination with local authorities; and incorporating elements of community policing.
As part of EP2, to increase the TG’s knowledge, skills, and abilities, INL will implement curriculum development, training, equipping and mentoring projects. The training and equipment will benefit all 7,500 active TG and ISF Academy instructors, while the mentoring will benefit the instructors and TG station and unit leadership.
In tandem with the INL Senior Police Coordinator (SPC), INL’s Senior Police Advisors (SPAs) will implement the curriculum development, training, and mentoring projects. Note they will not be responsible for procuring equipment, but they will assist with equipment needs identification and possibly on equipment use and related issues. In tandem with the SPC, the SPAs will work with the TG and other stakeholders to design and deliver appropriate curriculum, train TG rank and file, train TG Unit Leadership, mentor ISF trainers to assume full responsibility of the training program, and mentor TG Station Commanders / Unit Leadership connect training and operations, ensuring that TG members are implementing training techniques learned in INL and ISF trainings.
The SPC and SPAs will work with the ISF training academy to develop and deliver curriculum for the TG, and to train the ISF trainers. Training will initially be co-taught by INL and the ISF academy trainers, but over time, INL will step into a mentoring and oversight role. TG training will be exclusively taught by ISF trainers once the SPAs determine that the ISF trainers are able to execute trainings on their own (at this point, INL will only provide mentoring for the ISF trainers on their instruction). Following training, the SPAs will provide ongoing mentoring activities for ISF Station Commanders / Unit Leadership.
The SPAs will develop a plan and execute it to measure the program’s impact. Over the course of the program’s lifecycle, INL’s SPAs will develop and report on curriculum, training, and mentoring milestones, indicators, and outcomes to ensure that the TG training is having an impact. The SPAs will develop a robust framework to ensure that knowledge, skills, and abilities are transferred to TG participants following training and ensure that the SPAs are proficient and able to execute KSAs over time. Over the course of the program’s lifecycle, all activities will be gradually transitioned to ISF ownership to ensure sustainability at program completion.
The Advisors will support, assist, and advise the ISF as well as the INL office as they carry out the implementation of the EP2 Program.
Duties and Responsibilities:
Work closely with the ISF academy to conduct training needs assessments to determine current and needed levels of skills and knowledge related to the EP2 program and other areas as directed by the INL Director.
Work closely with the ISF academy to develop and deliver training materials for the EP2 program including for basic level professionalization and supervisors’ courses. Training materials shall include learning objectives, training milestones, and course indictors.
Develop Training, Development and Mentoring Plan for the EP2 Program. Plan should include program milestones and indictors that measure the impact of EP2 on the ISF.
Coordinate with other U.S. agencies working with INL to evaluate and advise training for the ISF as needed or requested. Recommend and prepare curriculum to address deficiencies in skills and knowledge related to community policing, precinct operations and overall policing within the ISF.
Conduct regular site visits to ISF locations outside of Beirut to gauge impact of EP2 Program on ISF members. Site visits should be used to provide mentoring for ISF Station Commanders / Unit Leadership and validate that ISF members are using skills obtained during EP2 trainings. Innovative tools should be used when conducting site visits including checklists and surveys to ensure ISF leadership and members are effectively using skills learned during EP2 training
Develop take-home training guides for ISF Supervisors and members to utilize to mainstream EP2 curriculum into police operations.
Coordinate directly with the ISF on recommendations from INL Lebanon funded public perception surveys.
Evaluate instructor capabilities, recommended curriculum, and develop train the trainer programs where required.
Monitor course presentations and provide mentoring to host nation instructors.
Prepare pre and post course tests to determine the level of increase in skills and knowledge as a result of instruction presented.
Maintain liaison with the ISF training academy and provide assistance as requested.
Help the SPC prepare and collect data for written reports as directed.
Perform other duties as assigned by the INL Director or coordinated by the SPC in relation to providing assistance to INL in its efforts to carry out police reform in Lebanon.Minimum Qualifications:
U.S. Citizenship
Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field (10 years professional law enforcement experience can be substituted).
Twelve to eighteen years of experience with U.S. law enforcement or military, experience briefing in English
Demonstrated experience working overseas in an Embassy environment
Three years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.Preferred Qualifications:
At least 3 years’ experience in curriculum development or training delivery; and/or, demonstrated experience in designing and implementing monitoring and evaluation frameworks for law enforcement programs; and/or, demonstrated experience mentoring and advising foreign law enforcement officials.
At least 15 years’ experience as a full-time, POST certified sworn officer in a federal or local U.S. law enforcement agency with at least 5 years’ experience executing law enforcement training program.
At least one-year experience with a focus on training and/or curriculum development and/or police mentoring and advising in an international mission such as Iraq, Afghanistan, Bosnia or Kosovo or other Department of State, UN or OSCE sponsored mission.
Knowledge of adult learning techniques.
Knowledge of US DOS policies and objectives in providing assistance to host country police organizations.
Demonstrated experience in development/reform of foreign police organizations, or other relevant experience with foreign police organizations.
Demonstrated ability to liaise effectively with other contractor and grant personnel, staff members of U.S. Government agencies, foreign officials, and international personnel.
Demonstrated ability to explain, promote, and defend U.S. Government policies to senior law enforcement officials of other nations and the host country and representatives of international organizations.
Proven ability to exercise a high degree of professional judgment, diplomacy, and tact at all times in order to build successful relationships with Lebanese partners and the international community.
Strong interpersonal skills; proven ability to work well with others.
Excellent oral and written English communication skills.

French and/or Arabic language proficiency.
