Overview of position
In Burkina Faso UNMAS is based in Ouagadougou but is expanding its activities to the benefit of the communities & of the 5 UN Regional Offices in country. Following an evaluation mission to Burkina Faso in June 2019, UNMAS aims notably at implementing training & Explosive Threat awareness sessions in the affected regions, to the benefit of the UN & humanitarian actors, as well as for field based agents from the Ministry of Security.
UNOPS recognizes that in accordance with the LAT – UNOPS LTA 2015-123790-015-01 between CTG Global Managed Services DMCC & UNOPS, CTG contracts provide increased flexibility for urgent operational deployments in remote areas where the deployment of UN personnel is not realistic, due to certain administrative requirements. However, despite this, PSC / Burkina Faso shall recruit a CIED Trainer with duty station, Ouagadougou in order to provide training support. To perform this task, the incumbent will be traveling to very remote locations in Burkina Faso, where the security clearances for extended periods of time, could be an issue & very difficult for UN staff.
Role objectives
The main purpose for this particular position is the following:
Deliver the UNMAS Burkina Faso IED threat awareness package to the benefit of Burkina defence & security forces & UN implementing partners in the following regions: Sahel, North, North East, East, Boucle of Mouhoun & Centre. A minimum of 6 trainings, covering November, December & January 2020.
It will include liaison logistic & support activities of the training in the said regions from its preparation to its closure.
Periodically review & improve the train material as required.
Prepare & conduct ETM awareness & training in Ouagadougou & different locations in affected administrative regions.
In coordination with the Chief of Operations, prepare & maintain training & lessons plans for delivery.
Contribute to prepare & / or update the relevant training packages.
Prepare the relevant training aid kits.
Report about all training activities performed in the provided locations.
Propose all changing or training improvement assessed as necessary.
Actively participate to the implementation & maintenance of UNMAS Burkina Faso IED incidents database & mapping.
Training component:
Assist in the production, implementation & monitoring of technical training documentation.
Continuously look for areas of improvement in efficiency, effectiveness & safety of the program with regarding to training for the beneficiaries.
Report about all training activities performed in the provided locations.
Develop weekly, monthly & technical reports on training as required.
Project reporting
This role reports to the Chief of Operations.
Key competencies
Education:
Advanced University Degree (Master’s Degree or equivalent) with a minimum of 3 years of relevant experience OR First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 5 years of relevant experience is required OR Military Experience with a minimum of 11 years of relevant experience.
3 years of experience in ETM.
2 years as Trainer (or equivalent task).
1 year previous work experience within the UN system (desirable).
Minimum of 7 years of demonstrable relevant MA experience.
Effective work experience in the sub-region & recent context.
Recent IED TM operational field experience (within the last 36 months) within a military or civilian govt. program desired.
Languages:
Fluent in (speaking / reading / writing) in French is required.
Intermediary level in English (speaking / reading / writing) is required (some courses are to be done in English language).
Required skills:
Experienced in IED threat mitigation field through police or military career or equivalent (required).
Thorough training & coordination of training experience (required).
Flexibility to adapt training phases to the framework & local context & to react as necessary.
Ease in dealing with national security forces & authorities.
Ability to work with & mentor national Trainer(s).
Knowledge of the IMAS & of the use of IMSMA are required.
Experience with the QA & QC process.
Knowledge of the UN system procedures is an asset.
Computer literacy, in particular, experience of using MS Office software & IMSMA is an asset.
Decision making capability to face unexpected situations.
Ability to work in multicultural context & environment.
Ability to travel & work in harsh living conditions.
Team management
This role does not have any team management responsibility.
