1.Summary:
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS.
The NATO Office of Security (NOS) is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels, for the protection of the Secretary General and for the security and safety of its personnel on missions abroad. The NOS comprises the Office of the Director, the Policy Oversight Branch (POB), the Protective Security Branch (PRB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU).
The mission of the Close Protection Unit (CPU) is to provide the immediate protection for the Secretary General including in non-permissive, high-threat environments and use a risk-managed approach to cover the full life-cycle of the Secretary General’s protection. In addition, the CPU supports the Deputy Secretary General and on specific occasions, could be requested to support the protection of International Staff travelling to non-permissive environments. Members of the CPU are routinely armed.
The Head of the CPU is responsible for the operational standards and management of the Close Protection Unit. This includes: all operational aspects, including oversight and organisation of the security aspects of the Secretary General’s and Deputy Secretary General's missions at home and abroad; training; staffing of administrative, personnel and procurement issues; and budget management.
2.Qualifications And Experience:
Essential
The incumbent must:
·possess a university degree or equivalent qualification from an institute of recognised standing;
·have a minimum of 5 years’ proven experience in a NATO member nation civilian security, police, military or intelligence service’s Close Protection Team or other relevant experience;
·possess at least 5 years' experience at both operational and managerial levels gained while holding a position responsible for the close protection of leaders, politicians, or public figures of a nation or international organisation;
·possess the ability to maintain the required physical, psychological and tactical condition to enable her/him to intervene in emergency situations and lead a protection mission;
·be experienced in tactical and operational organisation, team building, personal training and equipment management for a close protection team;
·possess demonstrated management and leadership abilities;
·possess excellent interpersonal and communication skills and have experience adapting these skills to the needs of the team;
·possess the ability to adapt quickly to changing situations and a proven ability to manage stress and emergency situations;
·possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
·have the flexibility to travel extensively and to work outside of normal working hours.
Desirable:
The following would be considered an advantage:
·computer literacy and good command of MS Windows applications (Word, Excel, PowerPoint and Outlook);
·knowledge of the Belgian police and judicial organisation and regulations, in particular in the areas of public security, public order, fire arms, legal self-defence and priority vehicles;
·experience in human resource aspects of staff management (recruitment, performance management, complaints procedures, overtime management, etc.).
3. Main Accountabilities:
Planning and Execution
Manage and supervise the daily operations/missions of the CPU, in both permissive and non-permissive, high-threat environments. Plan and organise the operational training of the Close Protection Agents, including developing and maintaining a high standard of tactics, techniques and procedures. Coordinate arrangements with the Host Nation, Member Nations and partner countries in order to obtain relevant threat assessments and to ensure that adequate protective measures are put in place. Draft and present reports, maps or diagrams to communicate the security levels of different places prior to missions. Provide recommendations on whether a mission should take place based on available security information.
Project Management
Identify, analyse, design and contribute expertise to CPU’s projects/programmes.
Stakeholder Management
Establish and maintain good working relationships with the relevant Belgian and International authorities. Ensure effective communication with the responsible authorities and within the team. Establish and maintain good working relationships with the different stakeholders involved in the security of the Secretary General. Liaise with local points of contact prior to potential missions. Interact closely with the Office of the Secretary General (Private Office and Council Secretariat) as well as with the other NATO Divisions involved in activities linked to the Secretary General.
Organisational Efficiencies
Identify and use resources efficiently. Identify opportunities for improvement. Organise tactical and personal training to meet the standards required for the effective protection of the Secretary General and Deputy Secretary General. Ensure that the equipment used by the CPU is appropriate and efficient for the tasks to be performed.
People Management
Plan and monitor objectives, ensure a cohesive and cooperative working environment, provide feedback and guidance. Motivate the team to achieve results. Initiate development plans to meet individual or team objectives. Undertake annual performance review and objective setting.
Financial Management
The Head, CPU has responsibility and oversight of the CPU budget and financial resources, including the procurement of services, to ensure the compliance with all applicable NATO regulations.
Perform any other related duties as assigned.
4. Interrelationship
The incumbent reports to the Director, NATO Office of Security (NOS). S/He manages all personnel in the Close Protection Unit. S/He also coordinates arrangements with the relevant staff in the Private Office and Council Secretariat and liaises with Security Officers in NATO Delegations and partner missions.

6. Contract:
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years.
Contract clause applicable:
As employment in this post is required for a limited period, the successful applicant will be offered a definite duration contract of 3 years’ duration, which, if required, may be renewed for a further period of up to 3 years.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years' definite duration contract will be offered, which may be renewed for a further period of up to 3 years if required, and subject also to the agreement of the national authority concerne
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
