Job description
Minimising security risks to our staff is the highest priority not only in complex environments. In order to achieve this, GIZ implements in its partner countries, in particular in countries with high security risks, professional security risk management systems. Security Risk Management Advisors (SRMA) contribute to the safety and security of our staff and operations and thereby support the successful implementation of development programmes and cooperation. The Risk Management Office (RMO) in Iraq is a key function to enable safe and secure programming across the country as well as promote self-reliance and responsible security awareness among teams. In all duty stations in the Kurdish Region of Iraq and with SRMA tandems for the central, eastern, southern and western regions of federal Iraq, we dynamically implement SRM in accordance with both country-wide strategy and localised approaches.
Your tasks
Function as disciplinary and operational lead for the seconded and national security risk management (SRM) and fleet management staff in the governorates of federal Iraq and act as deputy to the team leader North and to the head of the RMO
Head all security operations in federal Iraq in coordination with the team leader North and following direction from the head of RMO
Assume responsibility for the delivery of everyday SRM in a volatile security environment
Advise and backstop the RMO team in federal Iraq on SRM implementation, conscientiously translating the security developments in the context of development cooperation into security/safety measures within the country-wide SRM approach and standards
Quality-control site security assessments, location risk assessments, movement procedures, risk mapping, emergency and scenario planning, incident reporting etc. and develop RMO capacities including for using templates, processes, digital tools
Cultivate a constructive communication and proactive collaboration with other RMO teams, clusters, project staff, project partners and national actors towards solutions that serve all stakeholders
Perform administrative, logistical, contracting-related tasks with country office teams and service providers
In case of emergencies, lead incident and crisis management both country-wide or on-site and support the senior management team as well as advice regarding the security of GIZ infrastructure.
Your profile
A relevant university degree in security management, disaster response, regional studies, political science or similar with several years of increasingly responsible professional experience in SRM in the context of development or humanitarian work in volatile environments, preferably in the Middle East
A military or police background is neither necessary nor sufficient but might be considered if in combination with relevant work experience in the field of SRM for humanitarian/development actors
Profound experience in developing and implementing all-country concepts and organisation to manage security risks in large-team setup for fragile contexts in the German development context is a must
Managed large, diverse, international SRM teams across several locations and remotely, proven experience managing relocations and evacuations within GIZ context as well as re-entry preparation and implementation
Proven ability to reformulate modes of operations including conceptualisation, standardisation and process development
Dedicated to constructive communication and productive collaboration with a conscientious approach to transparency and integrity, combining creative problem-solving skills and sound analysis with the ability to convey complex information in an easily digestible and audience-oriented way
Working in a systematic, communal manner within a larger team spread across numerous locations and the ability to maintain human connections in tense situations
Fluency in English is a must, working proficiency in German is helpful, Arabic and Kurdish would be an asset
