Job description
Minimising security risks to our staff is the highest priority not only in complex environments. In order to achieve this, GIZ implements in its partner countries, in particular in countries with high security risks, professional security risk management systems. Security Risk Management Advisors (SRMA) contribute to the safety and security of our staff and operations and thereby support the successful implementation of development programmes and cooperation. The Risk Management Office (RMO) in Iraq is a key function to enable safe and secure programming across the country as well as promote self-reliance and responsible security awareness among teams. In all duty stations in the Kurdish Region of Iraq and with SRMA tandems for the central, eastern, southern and western regions of federal Iraq, we dynamically implement SRM in accordance with both country-wide strategy and localised approaches.
Your tasks
Function as operational lead for the security risk management (SRM) in a governorate or region in federal Iraq or in a roving function with cross-cutting topics and in all, as tandem partner to a national SRMA and back-to-back for other seconded SRMA in the area
Foster and communicate an in-depth understanding of the security situation to advise and enable project implementation in the area as well as brief staff and management on changes and conditions
Coordinate security setup, processes and operations for the area of responsibility with the RMO team leader for central Iraq and implement a streamlined SRM system along management decisions and GIZ standards, while integrating into an existing SRM structure and facilitating joint collaboration on country-wide or region-wide processes
Assume shared responsibility with the national tandem partner for all aspects of everyday SRM in the duty area, for maintaining an inclusive SRM system, reviewing existing structures and advising on and taking charge of sensibly developing new modes of operations
Complementary to the national tandem partner, establishe and maintain a close network with international, national and local actors in the duty area for informal information exchange
Cultivate a proactive collaboration with the RMO teams, clusters, project staff, project partners and national actors with an all-actor security culture in mind
Produce and update site security assessments, location risk assessments, standard operating procedures, risk mapping, emergency and scenario planning, incident reporting etc. up-to-date and running in line with country and regional standards
Perform administrative, logistical, contracting-related tasks and lead on-site incident management or support country-wide crisis management.
Your profile
A relevant university degree in security management, disaster response, regional studies, political science or similar with several years of increasingly responsible professional experience in SRM in the context of development or humanitarian work in conflict/crisis/fragile environments
A military or police background is neither necessary nor sufficient but might be considered if in combination with relevant work experience in the field of SRM for humanitarian/development actors
Depending on the position: Proven experience in developing and implementing concepts for managing security risks in fragile contexts OR proven experience of development/humanitarian work in fragile contexts with a strong service orientation OR proven experience in security service delivery to development/humanitarian actors in fragile contexts
Strong sense of integrity and compliance with a willingness to enable and can-do, therefore dedicated to constructive communication and productive collaboration in a diverse team
Combination of creative problem-solving skills and sound analyst mind with the ability to convey complex information in an easily digestible way
Sound knowledge of the main actors and processes within the German development cooperation, especially in fragile and/or violent contexts
Dedicated to working in a systematic, communal manner within a larger team spread across numerous locations
Fluency in English is a must, working proficiency in German is desirable, Arabic and Kurdish are an asset
