Investigative Services Manager - Security Clearance Required in Afghanistan

Job Description

Manages Investigative Services within assigned AOR. Responsible for supervising and managing all corporate investigations within the specified theatre of operation, this position supervises and manages investigations of potential violations of Fluor’s Code of Business Conduct and Ethics and other related internal corporate investigative matters as designated by Corporate Security and/or Legal Services. The incumbent will manage complex investigations into potential violations of company ethics policy, such as Competitive practices and fair competition matters, Harassment, discrimination and other employment issues, Fair labor practices, Conflicts of interest, Security and safekeeping of company assets and data, Government contracting requirements, Health, safety and environment matters, Intellectual property, Privacy and Data Protection, Money Laundering, Anti-Bribery and Anti-Corruption, Export Controls, Standards of employee conduct (workplace violence), and potential violations of federal law. The position will manage Investigative Specialists, Supervisors and/or Managers involved in conducting interviews, collecting evidence in accordance with applicable laws, and recording and reporting the results of these investigations. Incumbent will manage and coordinate investigations with the military and/or appropriate federal law enforcement agencies and have an understanding of the jurisdiction of the Military Extraterritorial Jurisdiction Act (MEJA) and the appropriate federal laws which apply to DOD contract employees. In conjunction with Program Management Office, develops and implements investigative recommendations into practice based on trends in investigations. Incumbent provides recommendations, oversight, security program implementation and general assets protection for the company to include logistics and vital intellectual property used in e-commerce. Other assets include money, accounts receivable, physical property, proprietary information and claims or rights of action. Incumbent provides support for security oversight and ensures physical protection of employees as required. Incumbent provides oversight, protection and response for violations of company ethics policy, both inside and outside the enterprise, to include dishonesty, fraud and conflict of interest, and other issues related to workplace violence, antisocial behavior (making threats, engaging in sexual harassment, etc.), gambling and sabotage. Incumbent will provide support to the Corporate / Program Security Officer on an as-needed basis with respect to reviews, audits, surveys, and makes recommendations concerning internal security training, employee security awareness, residential security, office and project security, airport security, vehicular movement and route selection, counter surveillance and threat assessments in overseas location. Incumbent provides support as required to corporate crisis management program and supports business continuity operations. Incumbent conducts auditing as required within the security clearance department to ensure compliance with client policies and procedures. Incumbent conducts, assigns, or manages investigations within company policy and directives ensuring employee security.


Basic Job Requirements

Preferred: Bachelor's degree in a related field, or an equivalent combination of education and experience, and nine (9) years to twelve (12) years related experience. Requires computer skills and proficiency using email, Microsoft Office or specialized applications as necessary to perform assigned job functions. Investigative experience, including supervisory responsibility in law enforcement, military, or private/corporate investigations environment. Elevated criminal background screening applies.


Other Job Requirements

Position may be located in a war zone in a contingency environment with harsh and dangerous working and living conditions, including lifting and carrying 40 pounds of personal protective equipment for extended periods of time. To ensure safety, health, and security measures within the contract are met, all employees shall be literate in English (read, write, speak and understand).

Living conditions on the project are most likely austere. The most austere sleeping may be in environmentally conditioned tents on “Army type” cots. Restrooms and showers may be 250 feet or further from sleeping quarters. Laundry service for 15 pounds twice per week is commonly provided. Meals are provided at regular intervals in cafeteria or “dining facility” style environment. Living area will most likely have constant hum of generators or similar equipment nearby.

Preferred Qualifications

Prior Military and/or Contingency Operations experience preferred.
