Airfield Safety Manager , Afghanistan

Summary: The Airfield Safety Manager is responsible for the implementation of an effective Airfield Safety Management System to ensure daily safe and efficient air operations in accordance with International Civil Aviation Organization (ICAO) Standards and Recommended Practices and NATO STANAG. Position is directly responsible to develop, implement and manage incident/accident investigation program.   Compiles, prepares, and distributes correspondence, such as aviation operations reports, aviation safety reports. Incumbent must work closely with airfield users to establish local procedures for use in monitoring and controlling the movement of personnel moving and working within the airfield environment.

Essential Job Functions: 

Liaises with Chief ASMO (military representative) in operational matters.
Manages HKIA Airfield Safety Management Office staff.
Implements and monitors the Airport Safety Management System.
Implements and monitors Airport Safety Programmes.
Supports the Chain of Command on decision making process related to air and airport operations.
Supervises investigations on airport and air traffic incidents.
Oversees safety audits and surveys.
Produces and supervises the implementation of safety directives and procedures.
Supervises and coordinates required airport maintenance works.
Supervises and coordinates contractors' activities on the movement area.
Reviews changes on Afghanistan Aeronautical Information Publication concerning Kabul Int'l Airport.
Supervises the Snow and Ice Control Plan.
Develops and monitors the airside driving training and certification.
Participates in the revision of HKIA Standard Operating Procedures.
Represents HKIA ASMO on Meetings and Working Groups.
Supervises the preparation and dissemination of safety information.
Advises and mentors Afghan Airport Authorities on safety related issues ensuring compliance with International Civil Aviation Organization Standards and Recommended Practices and applicable national and international standards.
Mentors the Airside Safety Office in the production and implementation of airport documentation and procedures.
Performs the duties listed in the Airfield Safety Specialist Job Description when required.
Perform other duties as assigned by Site Management.

Travel: 100%, deployed location
Security Clearance: NATO SECRET
