As part of the implementation of its program in Mali, SNV is looking for a Security Officer, based in Bamako. Under the supervision of the Director of Operations and Human Resources (DO / RH), the incumbent will be in charge of management and security policies for SNV personnel and goods in Mali.
Job Description
Collaborate with the DO / RH in the security assessment on all SNV intervention sites (offices, residences, intervention localities) to ensure compliance with minimum operating security standards.
Collaborate with the DO / RH within the framework of the development and implementation of security protocols for SNV programs in Mali, contingency plans and standard operating procedures.
· Monitor the security situation of major events / incidents in SNV intervention areas in Mali; and reporting / reporting.
· In the absence of the DO / RH, maintain liaison with the UNDSS, INSO, heads of offices and other key actors in matters of security management;
· Investigate and report on violations of SNV's security regulations while ensuring the strictest confidentiality;
· Establish and follow security procedures
· Participate in the design of a safety training plan
· Train and supervise the guards and ensure that contractual obligations are respected;
· Provide training for SNV staff in operational security techniques (basic training and advanced online training);
· Control / evaluate the respect of the security instructions by the staff and the agents in charge of security
· Liaise between SNV and beneficiaries in terms of security;
· Liaise between SNV and the administrative, municipal and traditional authorities in matters of safety management;
· Ensure the security of offices, depots and warehouses on the ground;
· Prepare the daily safety report in the intervention zones,
· Ensure security coordination with UNDSS, OCHA, INSO, FONGIM and NGO Security Officers on site;
· Be permanently available to respond to security emergencies;
· Proactively advise DO / HR on staff safety issues / Immediately report to management any situation which they have reasonable grounds to believe presents a serious and imminent danger;
· Coordinate crisis management under the supervision of the “Incident Management Team” or Country Director
· Carry out other tasks as required by the office.
Qualifications
· Diploma in social science or law or certified graduation from military / police academy
· Excellent knowledge of the political and social situation in Mali and the work area;
· Excellent analytical skills;
· Excellent command of spoken and written French as well as one or more local languages commonly spoken in the region; knowledge of English is an asset.
· Mastery of communication systems and the use of communication equipment (SAT phone, Radio, internet, etc.)
· Interpersonal skills;
· Team spirit ; Communication skills and data and information gathering
· Good organizational skills;
· Good written and oral communication skills;
· Ability to work with minimal supervision in difficult areas;
· Good computer skills: MS Word / MS Excel, Powerpoint;
· Training received in emergency and disaster response will be an added advantage;
· Previous experience with the international INGO sector is an additional asset.
