This position is located in the African Union - United Nations Mission in Darfur (UNAMID), Khartoum Liaison Office(KLO). The Field Security Coordination Officer at P-3 level reports to the Chief Security Adviser (CSA) on all security operations coordination. The incumbent will perform the functions of a Field Security Coordination Officer (FSCO).
Responsibilities
Within limits of delegated authority, the Field Security Coordination Officer shall be responsible for the following duties:
• Supervises the Security Unit at KLO, as assigned by the CSA or his delegated authority;
• Attends meetings of Khartoum SMT on behalf of the CSA and serves as member of Area Security Management Team and Security Cell in Khartoum;
• Assists in the management of the Security Section, prepares inputs for the work programme of the unit, determines priorities and allocates resources, monitors performance, determines security resource requirements and prepares inputs for results-based budgeting;
• Develops and implements Standard Operating Procedures (SOP) applicable to his/her unit operations and participates in the development of the security and contingency plans to preserve the safety and security of all UNAMID personnel, assets and operations;
• Contributes to and conduct security risk assessments within the mission area;
• Establishes lines of communication and meets regularly with security focal points, UN personnel, Host Government authorities, as well as Military and Civilian Police components of UNAMID to plan and review security related matters;
• Provides training and advice to his/her unit’s personnel on security matters;
• Acts as a focal point for security information flow and dissemination;
• Maintains continuing awareness of prevailing local security conditions, identifies potential threats and advises UN personnel to follow appropriate preventive steps;
• Acts as a member of a Crisis Management Team in crisis situations, ensures crisis preparedness and timely coordinates emergency and crisis situations response in a timely manner;
• Monitors air and land evacuation capabilities to be used in emergencies; conducts evacuation exercises and recommends appropriate action; Assesses evacuation resources availability and submits request to cover the need;
• Monitors accessible areas, maintains tracking systems, establishes and coordinates an efficient 24-hour Emergency Response System (ERS);
• Identifies gaps in existing capability and makes recommendations for amendment where necessary.
• Monitors and evaluates office and residential physical security measures, and conducts security surveys of installations and facilities; coordinates implementation of security arrangements by the guard force management, as recommended by the security risk assessments;
• Prepares Personal Security Risk Assessment (PSRM) in conjunction with Close Protection Unit and ensures implementation of recommended mitigating measures for Senior United Nations Officials or visiting VIP’s as necessary;
• Obtains and implements all security policies promulgated by the Inter-Agency Security Management Network (IASMN);
• Performs other duties as directed by the CSA/CSO or delegated authority.
