We are seeking a program security and risk manager for the ongoing Iraq Regional Program. The program aims to increase stability in Iraq by supporting accelerated recovery in conflict-affected areas and strengthening the social fabric of Iraqi communities. The program delivers assistance through small grants to a variety of partners, including local government and civil society organizations. Given the fluid political and security environment, the program’s needs and priorities can change frequently, requiring flexible staff and systems to remain responsive. The manager plays a critical role maintaining this flexibility by ensuring the program has access to timely, relevant, and credible information — obtained through official and unofficial channels — to allow the program to monitor emerging developments in real time and take a proactive risk-management approach. The program security and risk manager will lead all aspects of security management for the project and closely collaborate with the Senior Management Team, which includes companys and client leadership. Responsibilities include:
Serve as the principal risk focal point and security advisor to the Senior Management Team and other companys stakeholders
Design and deliver security briefings and training
Train and supervise local national-security staff
Oversee routine security functions, including but not limited to designing and implementing journey management, facility, residential, and personnel safety and security protocols and procedures
Review and update security risk assessments across the area of operations
Develop risk-mitigation strategies for program activities and operations and risk profiles for staff and activities. The program will incorporate the manager’s activity risk assessments and recommendations for risk-mitigation measures into the design of all activities
Design and oversee the programs’ risk management platform and policies, including the project safety and information security plans
Design and periodically administer staff training to ensure security preparedness and staff familiarity with the program’s security protocols and procedures
Design and implement contingency and emergency planning, with cost-benefit analyses and recommended courses of action, for major security or public health and safety incidents necessitating adaptation, curtailment, or full cessation of operations
Establish, develop, and leverage a network of high-level professional relationships from the international community and within senior Iraqi civil and military circles
Possess access to relevant and reliable security information sources in Iraq
Monitor and synthesize security information, providing accurate, timely, and relevant analysis on current and emerging security trends to inform the program’s security strategy and decision-making
Provide technical input, guidance, and oversight of IRP’s security subcontractors if requested
Establish credibility and build the trust and confidence required for success. The program security and risk manager must be highly visible and take initiative to communicate credible information about political and security developments that could affect the program, along with recommended solutions and approaches to mitigate risk
Qualifications:
Bachelor’s degree or higher in a related field of study preferred. Significant field operational experience may be accepted in lieu of a degree. Preference will be given to candidates with a high level of demonstrated professional knowledge, relevant experience in Iraq, and advantageous, risk-mitigating professional networks in Iraq
Minimum three years of relevant experience in Iraq required, with working-level professional networks across the security sector, the international/NGO community, and/or host-government entities in Iraq and the Kurdistan Regional Government
Proven effectiveness implementing operations platforms for civilians in conflict zones, including successful crisis-management experience
Excellent interpersonal skills and an ability to establish and maintain positive working relationships in a multicultural, multiethnic environment, respecting local diversities and gender balance
Ability to successfully operate in sensitive political and cultural contexts and build trust in large and diverse teams
Ability to generate and leverage network connections in Iraq to promote an accurate understanding of risk, strengthen knowledge of the country context, and bolster project planning
Strong management and leadership skills
Ability to proactively monitor trends in the operational environment, identify areas of elevated risk to program and staff safety, and take initiative to recommend solutions and approaches to mitigate risk
Effective multitasker, capable of attending to multiple, competing priorities while maintaining the flexibility to redirect focus if and when priorities unexpectedly change
Excellent verbal and written skills and ability to provide clear instruction and briefings to internal and external audiences
Demonstrated leadership, versatility, and integrity
Fluency in spoken and written English required; proficiency in Arabic preferred.
