The Role
Our client are looking for the provision of Crisis and Emergency Response Management Services to support its Emergency Management division within its HSE team.

Duties:


* To ensure effective preparedness for Emergency Response situations that may impact people, environment, assets, or reputation.
* To remain the 24/7 primary point of notification for any event with the potential to escalate
* To act as a filter for incoming calls, to clarify with the caller the event details and what actions have been taken, make a brief assessment of severity, and inform Management as soon as possible (except where a non-emergency can be easily resolved).
* To develop and support the implementation of the corporate countrywide plans, procedures and protocols for systems and processes in response to an emergency.
* To ensure the corporation and the assets have appropriate capability to respond to all emergencies and spills across the portfolio.

Technical support to company on all aspects of Crisis and emergency response management matters, and provision of expert technical advice, including but not limited to, on the following subjects:

Task 1:
General emergency response preparedness
* Maintain and update the duty rotational planning and contact list for all emergency key personnel within
* Effective IMS (Incident Management System) implementation across relevant project locations, supporting development of teams, systems and plans (such as spill response) in preparedness for activity associated with Major Accident Hazard events (i.e. Marine, Upstream and Onshore production operations)
* Coordinate to prepare and review Emergency Response Plans and relevant procedures (e.g. Medical Evacuation, Oil spill Response plan, support to the security department for the country evacuation plan etc.) and develop or update ERP for existing facilities working within project.
* Set up and manage Emergency Rooms and equipment* (check phones, computers, printers, documentation, boards, aerial surveillance equipment etc.) and ensure regular checks.
* Conduct hand-over meetings between Emergency Management Team members on weekly basis.
* Organize regular exercises and drills involving internal and external stakeholders: develop scenario, assess competencies, prepare observation notes and lesson learnt feedback.
* Deliver Emergency Management induction course and training package
* key interface with internal and external stakeholders (key contractors, partners) to achieve alignment in implementing CEM protocols
* Participate in review of Contractors' Emergency Response Plan to ensure alignment to the project ERP and relevant procedures.
* Work with onshore and offshore LNG Operations department and supporting functions (security, logistics, marine etc) to develop response capability in readiness for operating LNG facility

Task 2: Oil spill response preparedness
* Help to define the equipment and materials needed to an oil spill response On or offshore.
* Prepare training materials and conduct onshore and offshore Oil Spill Response Training IMO level 1, Level 2 and Level 3; Aerial Surveillance training; and shoreline response and cleanup trainings according to the IMO standards.
* Coordinate with relevant departments and external contractors to inspect and maintain the oil spill response equipment and materials located in onshore warehouse.
* Regular review of oil spill response preparedness in terms of training, equipment, exercise and drills.
* Set up periodic topical drills to ensure familiarization of the tools and equipment for oil spill response.
* Represent project iin workshop and forum involving other onshore / offshore operators (in Mozambique perimeter)
* Perform regular checks on oil spill equipment / tool in the EMC (Emergency Management Cell)

Essential Skills / Qualifications:
* LNG experience

* Recent relevant experience working directly for owner/operator
* Crisis and Emergency Management
* Oil spill response: response techniques and management
* Fire risk assessment and prevention
* Security is a plus
