About the Position

TJFACT is seeking to hire a Counternarcotics Program Advisor – Level 4 to join our team in support of the Department of State – INL/WHP - U.S. Embassy in Quito, Ecuador.

The Counternarcotics Advisor shall maintain open, timely, and effective communications with the INL/WHP South America Team Leader, the INL/WHP Ecuador Program Officer, and, as appropriate, with the INL/WHP Director and Deputy Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.

Duties and Responsibilities:

Advise Ecuador’s MOG and ENP on the day-to-day operations of their narcotics law enforcement efforts, including all interdiction activities.
Assess Ecuador’s current capability to respond to narcotics-related security and law enforcement challenges and make recommendations to INL Quito and INL/WHP on effective strategies.
Track and assist in coordinating institutional development and capacity building assistance for Ecuador’s counternarcotics police with special emphasis on training activities to build their interdiction capability.
Assist in the end-use monitoring of commodities provided to Ecuador by INL.
Advise Ecuadorian officials on necessary logistical support for counternarcotics operations and coordinate INL support for logistical requirements.
Review logistical support requests for accuracy and applicability and assist with developing requirements for supporting ENP counternarcotics operations.
Provide recommendations to the INL Director and INL Coordinator on training required to improve counternarcotics police performance in detection, interdiction, and disposal of illicit drugs.
Provide recommendations to the INL Director, INL Coordinator, Government of the Republic of Ecuador, and Embassy contacts on appropriate types and levels of support needed to initiate and sustain INL-funded projects.
Provide input as required to INL Quito for the annual country budget request, end-use monitoring report, the International Narcotics Control Strategy Report (INCSR) and the INL Spend Plan.
Work with other USG agencies, under the guidance of the INL Coordinator, to help build the MOG and ENP’s counternarcotics capabilities by helping to coordinate USG-provided training, logistical support, and technical assistance.
Work directly with the MOG and ENP, under the guidance of the INL Coordinator, to develop counternarcotics strategies and programs, including building interdiction capacity at the ports, borders and border provinces, and mobile interdiction operations.
Assist in the planning and development of the necessary command, control, communications, and intelligence support needed to effectively support various interdiction units.
Work with INL Quito and host nation personnel to improve the ENP counternarcotics police’s investigative capacity by providing technical advice on communications, computer systems, data analysis, and field investigations.
Draft letters, cables, and other reports on INL activities under general guidance of the INL Director to inform routine reporting to INL/DC.
Provide briefings, program evaluations, and support high-level visits as required by the INL Director and/or INL Coordinator.
Conduct periodic site visits throughout Ecuador to assure effective implementation of strategies, agreements, and that initiatives are moving forward in a timely manner.
Liaise with INL/WHP, INL Bogota, and other INL sections in the Western Hemisphere on assistance programs with a cross-border nexus.
Assist INL Quito in liaising with international donors in Ecuador to coordinate security support.
Required Skills and Experience:

U.S. Citizen.
A Bachelor’s degree from an accredited institution.
Six to ten years’ experience in relevant field; Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines .
Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process.
Ability to communicate effectively, both orally and in writing, with a wide range of players.
Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis.
Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents.
Preferred Skills and Experience:

Seven (07) years of experience in U.S. law enforcement, of which:
A minimum of five (05) years related to counternarcotics. This may include counternarcotics operations, investigations, management, organizational development, planning, and/or training;
Demonstrated experience working with high-level host-nation counterparts, departments, and ministries to further program objectives.
Demonstrated experience coordinating and working with U.S. government agencies (e.g. the Department of Justice, the Department of Homeland Security, the U.S. Agency for International Development, the Department of Defense) and United Nations and/or international community on security sector development programs.
Excellent oral and written English and Spanish communication skills.
Experience working in Latin America or on Latin America issues.
Two (02) years of supervisory experience.
Experience working directly with the Department of State or INL as a direct hire or a contractor.
Demonstrated work experience in developing and managing foreign assistance programs, including assessment, monitoring and evaluation; planning, strategizing, implementing and reporting on projects; drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials;
A Master’s Degree in project management, public administration, or criminal justice is desirable.
Experience in planning and executing highly-kinetic U.S. civilian law enforcement operations, especially related to counternarcotics.
