PURPOSE OF POSITION:
The purpose of the Strategic Security Analyst position is to deliver top-notch security and threat analysis within a small highly skilled team to assist complex field operations and manage information collection and monitoring to maintain continuous global situational and strategic awareness. This role also plays a key part in providing dedicated analytical support for visits, special events and security activities on the ground; keeping travelling staff
informed of global security risks through alerts and advisories; and mapping operational and strategic security risks globally.
MAJOR RESPONSIBILITIES:
Strategy:
Manage strategic information collection to support global context monitoring and security analysis requirements. Serve as a subject matter expert in the identification and evaluation of information sources, collection of security information, and security mapping to support analytical requirements and security decision-making.
Technical Support:
Identify global information sources, evaluate the reliability and credibility of sources and information collected, and maintain information collection databases. Conduct and maintain mapping of WV Partnership assets, external and internal security incidents and context risk ratings. Produce high-quality maps and GIS visualisation products to support analytical products and security decision-making.
Provide oversight of WV’s security incident reporting and manage integrity of data for reporting. Provide technical advice to the OCS Partnership Leader, Senior Director Operations, Regional Security Directors and Global Security Advisors on emerging threats and tactics, techniques and procedures globally. Support the production of threat assessments and other analytical products.
Operational Support:
Provide dedicated information collection and analytic support to visits, special events, and ground security activities. Provide field information and analytic support to OCS and the WV Partnership for Disaster Management operations or BAU programming activities as and when required to inform security decision-making. Provide analytical support for crisis management.
Conduct continuous information collection and analysis in support of operations in fragile contexts, monitoring context changes, navigating complex operational environments, and humanitarian access and expansion. Maintain information collection processes during critical security incidents and crises at national, regional and global levels. Proactively inform travellers across the WV Partnership of emerging security risks and threats through information alerts and travel advisories.
Capacity Building:
Champion the use of geographical information for security awareness across the Partnership and provide learning opportunities for OCS and WV Partnership security staff on mapping software. Identify and facilitate access to security analysis tools and resources. Assist with efforts to operationalise analysis to support decision-making at all levels and contribute to delivering and improving analytical training.
Administer the production of security metrics and leverage data from OCS and across the organisation for continuous improvement and prioritisation. Design and maintain effective management reporting on security metrics.
Identify, share/facilitate access to security analysis tools, resources and materials as well as learning and support opportunities for Regional & National Offices. These may include facilitating and conducting information and analysis training, mentoring/coaching and establishing institutional links.
Knowledge Management:
Be responsible for maintaining various OCS databases which may include external and internal incidents, asset mapping, and context risk ratings (CRR). Maintain country profiles and continuously update them with new information and analysis as required. Work with security staff at national, regional and global levels to monitor, record and map context changes as they occur.
Oversee the process of continuous learning on international best practice in security information management & analysis and identify tools and processes that can be implemented into WV operations globally.
Quality Assurance:
Ensure information sources and collected information are continuously evaluated for reliability, accuracy and consistency. Provide oversight of databases to ensure quality and consistency. Apply WV information security classification system to information collection processes, analytical reports, and other products. Contribute to good practice information dissemination and sharing. Act as subject matter expert on information management in restrictive contexts.
Internal Liaison & Co-ordination:
Engage with WV Partnership stakeholders (e.g. Global Real Estate, Disaster Management, Horizon, etc.) to facilitate the sharing of mapping information and resources. Develop and implement processes and relationships to facilitate information sharing internally and overcome impediments to good information management practice.
External Relations:
Engage with external stakeholders (e.g. UN, INGOs / partner agencies, security information providers, etc.) to facilitate information sharing, strengthen global information collection and stay informed of global best practice.
General:
Support activities that will enrich and develop World Vision’s Core Values.
Perform any other tasks assigned by the Senior Director Operations.
KNOWLEDGE, SKILLS & ABILITIES:
Relevant Bachelor’s degree in Security Management, Risk Management, Geographic Information Systems (GIS), International Relations, Emergency Management or other related discipline.
At least 5 years work experience in professional security / intelligence analysis arena in either the humanitarian sector or other related professional field.
Sound knowledge of information management (collection, collation, analysis & dissemination).
Excellent communication and interpersonal skills.
Strong analytical, organisational and decision-making skills.
Strong verbal and written communication.
Must be able to coordinate work and interface efficiently and effectively with remote locations.
Strong administrative skills, with effectiveness in developing tasks and managing to achieve target dates.
Must be a productive team player.
Strong PC skills (Microsoft Office, Word, Excel, PowerPoint).
Effective in written and verbal communication in English.
Preferred Skills, Knowledge and Experience:
Master’s degree in Security Management, Risk Management, Geographic Information Systems (GIS), International Relations, Emergency Management or other related discipline.
At least 7 years work experience in humanitarian security or other related professional field in an international setting.
A least 2 years experience of field-based analysis or collection work to support operational and tactical decision-making with international Agencies, INGO’s, Military, Law Enforcement, private sector or other related field.
Experience in leading projects in a multi-disciplinary environment.
Sound knowledge and experience in operational and tactical intelligence analysis techniques, including formal qualification(s) in intelligence analysis.
Experience of delivering intelligence analysis processes to a global organization.
Clear understanding of security risk management, security planning and crisis management in the humanitarian context.
Ability to use of GIS mapping software for analytical products.
Additional language skills in Spanish, French, or Arabic.
Experience of working independently and remotely.
Work Environment/Travel:
The position requires ability and willingness to travel domestically and internationally up to 30% of the time and includes occasional travel to high risk locations at minimal notice.
Role will require successful completion of Hostile Environment Awareness Training provided by employer.
Depending on location the position may require home based working with some unsociable hours due to global coverage and online meetings.
