This position is located in the Security Section within the United Nations Assistance Mission for Iraq (UNAMI), Erbil. The Security Coordination Officer reports to the Field Security Coordination Officer for KR-I.

Responsibilities

Within delegated authority, the Security Coordination Officer may be responsible for the following duties:

• Assists the Principal Security Advisor (PSA) in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in the preparation of rapid threat and risk assessments.
• Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to PSA, Designated Officials and Security Management Teams.
• Conducts trend analysis, gathers comprehensive information on all factors of insecurity and determines the relevance, validity and reliability of security information and its resources.
• Prepares draft of security plan for the mission, designated region or geographic area, including all aspects related to elaboration, development, implementation and updating of the plan.
• Maintains continuing lines of communication with security focal points and all other agencies in Iraq and other missions to ensure maximum security coordination.
• Assesses prevailing local security conditions, identifying security trends and advising UN staff and programme personnel on potential security problems, such as mines, IEDs, kidnapping, armed attacks, arrest and detention.
• Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies and ensures the availability of vehicles, aircraft, fuel supply and assessable roads.
• Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control.
• Provides advice and training to staff on residential security measures such as window guards, alarm systems and locks to minimize burglar intrusions.
• Maintains dialog with authorities and international institutions, such as Red Cross/Red Crescent and INGOs in the event of natural disasters.
• Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly and arranges for necessary repairs or adjustments.
• Investigates accidents involving UN vehicles and prepares report of findings.
• Investigates security-related incidents involving UN staff members and programme personnel.
• Conducts security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens, and personal security awareness.

Knowledge of security management combined with solid background of military or other security specialization and some political and social knowledge of country of assignment. Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.

Education

An advanced university degree (Master’s or equivalent such as senior command and staff qualification) in security management, information management or business administration, political/social science or international relations with focus on security information management or related field is required. A first-level university degree (Bachelor’s degree, or equivalent) in military, police or security information management with two additional years of relevant work experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in the military, police or security management is required.
At least five years of experience at senior level in security operations management or control within a military, police or security organization is required.
At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required.
At least one year of experience and exposure at the international level is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
