We wish to strengthen our team in Burkina Faso by recruiting an experienced mobile Safety Advisor.This post, based in Ouagadougou will nevertheless require numerous trips to all of the regions covered by INSO in Burkina Faso.


Job overview:

The position of Safety Advisor Mobile offers a unique opportunity to work within a professional team and this in an interesting geopolitical context. The aim of this position is to support and improve humanitarian access to NGOs by producing contextual analyzes as well as security advice.

In a more specific way, the Safety Advisor Mobile will be in charge of producing analyzes according to INSO standards, but also of supporting local staff by ensuring the conformity of the services provided. SA-M replaces regular safety advisors during their field missions or absences, and therefore maintains overall visibility throughout the Burkinabè territory covered by INSO.

The successful candidate will have solid experience in risk management and humanitarian access for NGOs. The candidate will share INSO's commitment to humanitarian principles and have an excellent analytical mind. He will be an open, curious, rigorous person, as well as an experienced manager (constitution and management of a team). An excellent command of the French language, both oral and written, is essential.

Main responsibilities
Ensure in-depth monitoring of programs and context in Burkina Faso;
Establish an active information network bringing together NGOs, the United Nations, the armed forces and other national and international actors from the regions under its responsibility;
Ensure the interim of Safety Advisors:
Ensure the preparation and dissemination of INSO Sahel services (scheduled services and on-demand services) by proposing a rapid and credible contextual analysis of the local security situation (while complying with internal standards and policies);


Facilitate regional round tables on the security of the NGO community;
Supervise an operational and support team (log, admin, HR)
At the request of the line manager, act as Deputy Director;
Support and strengthen the capacities of operational teams;
Participate in various coordination meetings and humanitarian forums;

Help NGOs to develop their risk management capacity:
o by providing relevant advice,
o by carrying out site security surveys and helping to coordinate crisis management;
o Keeping informed of the changing context

At the request of the line manager, strengthen and support the organization internally (analyzes, basic opening, drafting of procedures, etc.);
Represent, promote and effectively protect the mandate of INSO while respecting the principles of independence, impartiality and neutrality.

Job requirements
Fluent French (compulsory) and practical knowledge of English (oral and written);
Master's level or equivalent training in a relevant field;
Experience of at least 2 years in an NGO position with responsibilities for risk management and humanitarian access (for example: head of mission, project manager, field coordinator, base manager, emergency coordinator, safety adviser, etc.);
Experience of at least 1 year in a post-conflict / emergency environment in the humanitarian sector;
Excellent writing, analytical and attention to detail skills - the position involves a lot of editing and correction work;
Strong understanding of the principles and practices of humanitarian action, risk management, security and NGO access;
Good understanding of the INSO mandate and services.

Desired characteristics
One year of field experience in the Sahel region and a good understanding of the context;
Professional background which reflects experience in the fields of security and humanitarian access;
Experience in liaising humanitarian workers with the armed forces and armed groups (CMCoord);
Experience in capacity building and staff training;
Knowledge of International Humanitarian Law (IHL).

Terms and conditions
12-month contract with start date scheduled for April 16, 2020, € 4,550 of salary per month, 4 days of annual leave per month and 7 days of R&R every 3 months with compensation of € 1,000 , comprehensive medical cover and insurance death / disability.

Note: the effective opening of the position is conditional on obtaining funding in March 2020.
