Purpose for the job
Incumbent supports the Regional Chief of Operations in providing technical support,oversight and quality assurance for Operations in Country Offices in the region. The incumbent will coordinate Regional Office involvement and monitoring of internal and external audits as well as Donors' mandated reviews (DFID due diligence, EU verifications etc.) across the region. Facilitates the implementation of the risk management processes in accordance with the UNICEF's Enterprise Risk Management (ERM) Policy. Support and monitor the conduct of annual risk assessments by Country Offices and the implementation of eGRC by all the Country Offices in WCAR. The incumbent will support offices in the conduct of process reviews, risk and control self-assessments to assess risks and identify appropriate mitigating measures to reduce the likelihood of risks that may put in peril the achievement of key results for children. Provide quality assurance, or fact finding on specific/sensitive
operational matters that require Regional Office attention. Provide oversight and technical support on various operational matters, in coordination with the Supervisor, including the planning and the conduct of Peer Reviews. Also, the incumbent will facilitate Enterprise Resource Planning system (ERP/VISION) support to Country Offices.
Key functions, accountabilities and related duties/tasks
Support Country Offices to perform a risk and control self-assessment, which is a structured and systematic process for the assessment of risks to the achievement of an office’s objectives and planned results, and the incorporation of actions to manage those risks into workplans and work processes;
Support the RO oversight and quality assurance role in the conduct of the annual risk assessment by COs in WCAR, coordinate/consolidate RO support in the conduct of the annual risk assessment by COs;
Compile a list of significant and cross-cutting risks emanating from the annual risk assessments by COs to inform the decision-making process by COs and the RMT;
Develop an accessible library of good practices in Risk Management and Mitigation;
Coordinate and follow up risks escalated by the COs to the attention of the RO;
Support the roll-out, implementation and staff training on e-GRC tools.
Conduct fact finding and quality assurance on sensitive operational matters that require specific Regional Office attention;
Support the Regional Chief of Operations in providing specific policy guidance on operational issues, in a timely manner;
Support the Regional Chief of Operations in a specific and time-sensitive projects and assignments that require the RCO’s attention and follow up and ensure meeting the set deadlines;
Review time-sensitive documents and issues as per Regional Chief of Operations’ request and provide a succinct and high-quality debriefing to the Regional Chief of Operations. Ensure the effective follow up of actions points and keep the RCO abreast.
Coordinate the Regional Office's involvement in internal and external audits, as well as Donors' specific reviews (DFID due diligence, EU verifications etc.) across the region, from audits planning to the monitoring of the implementation of audit/review recommendations;
Ensure that audit issues get appropriate attention from Regional Offices' relevant sections and that sustained long-term solutions are being taken in response to issues raised by audits or Donors' reviews;
Compile a list of the most significant and recurrent observations emanating from CO audits conducted by the UNICEF OIAI as well as by external auditors and share with all COs as a tool for improving their processes and preparing for future audits.
Provides prompt and competent advice to Country Offices on Enterprise Resource Planning system (ERP/Vision) related questions.
Escalates queries to Headquarters' based Business Process Owners when issues cannot be answered at the country or regional levels.
Support the RO planning and coordination of the conduct of Risk based Peer Reviews to assess the effectiveness of key controls in Country Offices;
Support the Regional Chief of Operations in the annual planning, coordination and in the conduct of Peer Reviews in COs in WCAR;
Participate in the conduct of Peer reviews and ensure the effective follow up of issues arising from Peer Reviews of COs by RO team.
Support the fraud prevention activities in WCAR through effective collaboration with the Operations Manager – Fraud Prevention in the implementation of the WCAR Anti-Fraud Strategy;
In close collaboration with the Operations Manager – Fraud Prevention, support risk-informed activities in WCAR COs aimed at fraud prevention and the follow up on agreed mitigation strategies and actions;
Coordinate with DFAM to obtain and to implement the tools being proposed in UNICEF’s Global Anti-Fraud Strategy.
Impact of Results
Strengthened Risk Management, including Fraud Risks Management, ensuring that threats and opportunities related to the achievement of Key results for children are continuously identified and managed effectively in Country Offices;
Improved and effective governance and programme management mechanisms are in place in Country Offices;
Operations of financial, budget, accounting and administrative management strengthened in the Country Offices within the region.
Appropriate and consistent interpretation and application of operations policy and procedures to support operations at the regional and country levels.
Effective leadership provided in strategic planning and policy recommendations in operations.
Compliance with all operational systems and procedures to increase integrity in all financial and other administrative operations in the region.

To qualify as an advocate for every child you will have:
Education:
An advanced university degree (Master's) in accounting, auditing, international relations, development, business administration, economics or financial management is required. A first level university degree (Bachelor's) in any of these fields in combination with five (5) years of relevant experience may be accepted in lieu of the advanced university degree. Accounting and/or audit qualification from a recognized institution is an asset.
Experience:
A minimum of five (5) years of relevant experience at both the national and international level in the areas of management, audit, finance, accounting, administration and/or other related fields is required.
Work experience in emergency duty station and/or Enterprise Resource Planning systems (ERP/Vision) is considered an asset.
Language Requirements:
Fluency in both French and English is required.
