Access & Security Senior Manager - Erbil Iraq

Scope of work:

The Humanitarian Access & Security Senior Manager (HASSM) responsibility is to monitor the overall security situation, enforce security regulations and provide sound and timely advice to IRC Iraq staff and management in order to support the safe access and efficient delivery of program activities in the designated areas of operations in Anbar governorate. The HASM will advise on and implement the IRC Security Management Plan for Iraq, under the supervision of HASSC.

The HASSM contributes in the analysis of accessibility in all areas where IRC has activities in order to facilitate useful information for the planning of humanitarian intervention and IRC programming. The HASSM supports the HASSC in evaluating access constraints for the IRC intervention in Iraq. The HASSM will maintain, improve and expand principled humanitarian access to conflict-affected populations in area of responsibility through liaison, analysis, monitoring, reporting and training.

Responsibilities:

Safety and Security Management Planning
Provide technical support to the HASSC on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity;
Work with the Field Coordinator and HASSC to develop, consolidate and implement operating procedures and contingency plans;
Evaluate, review and update the hibernations and evacuation plans for all IRC premises in Iraq and ensure that the practical preparations are in place and known to all staff involved;
Conduct risk assessments of contracted and prospective offices and residences.
Undertake continual assessments of equipment to ensure that minimal conditions for security are being met.
Conduct safety inspections such as; monthly fire extinguishers, smoke/fire detectors and inspection of IRC facilities as it pertains to health and safety.
Report immediately to the line manager and internal stakeholders any sudden changes on the access in the areas where IRC operates
Uphold the mission, values, and spirit of IRC.
Follow and enforce all IRC codes of conduct and policies (worldwide and in-country).
Report any violations to appropriate IRC authority, and participate in preventative initiatives. .
Perform other duties as requested by HASSC


Networking and Liaison

· Maintaining a network of IRC security focal points in the country program as well as external professional contacts and counterparts.
· Provide timely feedback on questions and technical assistance requests from country program team members.
· Monitor and provide support and reporting on NGO field security initiatives as required.
· Identify, create and maintain a network with NGO/UN and other humanitarian access and security specialists suitable for the region.

Training and Capacity Building
Undertake periodic training needs analysis in consultation with key program and operations staff
Develop Update and implement the country capacity development plan in line with the regional Humanitarian Access & Security Capacity Development Strategy.
Provide regular trainings for IRC staff on humanitarian principles and safety and security preparedness. Training(s) may include Standard Operational Procedures; Humanitarian Negotiations; Contextual Understanding; Safety & Security Risk Management; Incident Management &Reporting; etc.
Liaise with partners to assess capacity building needs and provide advice and support where feasible and necessary
Work with relevant internal focal points to develop and review the IRC Iraq information and on-boarding package for new hires and visitors
Liaise with external vendors to deliver bespoke training modules to field staff

Context Understanding and Reporting
Compile and submit regular reports that track incidents and trends in humanitarian access and local security contexts within the IRC’s area of operation.
Submit contextual updates as needed to relevant field, program, and senior management staff.
Work closely with IRC access team to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately. Ensure that final incident reports are provided when IRC is closing the case.
Monitor the operating environment in the region, identify new threats, assess IRC vulnerabilities and recommend possible responses
Contribute to local-level conflict sensitivity analysis.
Provide credible information and contextual understanding of localized and country-wide security situations and incidents along with appropriate advice to IRC field and program management staff.

Security Orientation
Assist in designing and delivering the required trainings to field-based staff, ensuring that course content remains up-to-date, is adapted according to the target audience, and that refresher trainings are carried out for all staff in accordance with a pre-determined schedule.
Assist in providing regular trainings for IRC staff on security preparedness, prevention and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; and Communications


Emergency Preparedness and Response

· Contribute to the development of country emergency preparedness plans
· Assist with the humanitarian access and security component (situation analysis and background information, security assessments) of the Emergency Response Team deployments

Staff Performance Management, Learning & Development
Hire, supervise, and build the capacity of team members in relevant technical and management competencies
Develop and implement remote management capacity building approaches to build the strengths of the security members in field offices
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews
Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly
Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff
Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment
Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.



HR Managements
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
Lead with commitment, integrity and accountability the “IRC Way” – Global Standards for Professional Conduct - and ensure adherence.



Key Working Relationships:

Position Reports to: Humanitarian Access and Security Senior Coordinator

Position directly supervises: Humanitarian Access & Security Managers

Position provides technical supervision to: All Humanitarian Access & Security staff in Iraq

Other Internal and/or external contacts:

· Internal: close collaboration with Field Coordinators, field-level security and Access staff,

· External: close collaboration with other humanitarian actors, local implementing partners, and service providers



Qualifications

Qualifications and Requirements:
Bachelor degree and sufficient years of work experience
5 years of work experience in humanitarian access, safety & security or other related.
Proven ability to prioritize tasks and meet deadlines
Stable, moral and robust character and a good team-player
Excellent communication skills, calm, with a good sense of humor
Proven commitment to accountability practices with strong communication network in the province
Strong information technology and computer skills (Word, Excel, PowerPoint)Fluent English, fluency in written and spoken Arabic is preferred
Training or experience in crisis management, preferable
Training in safety, fire and evacuation procedures, preferable
Training in safety and disaster management, preferable



Work Environment
The position will be based in Erbil (40%travels) Iraq, and covers all operating areas in Iraq.
