Job Summary

Coordinates acquisition, transportation, and End-Use Monitoring (EUM) of ASFF procured equipment for MoI and MoD; additionally, coordinates provision of individual and small group training funded by ASFF, International Military Education and Training (IMET), or associated funding.

Principal Accountabilities

Provide high-level detailed analysis, assessment, and advise to ANDSF officials and the
Director of the Advise and Assist Cells (AAC) and his staff on all aspects related to security assistance as they relate to the continued development of the ASI and the ANDSF.
Conduct comprehensive research into relevant security assistance topic areas in order to identify existing shortfalls and gaps for the ANDSF in order to adjust, prioritize, and focus future security assistance efforts towards achieving ANDSF long-term sustainability.
Ensure regular interface using level I and II advisory duties with foreign defense and government organizations.
Provide written analysis on political, ethnic, religious, and tribal dynamics affecting the continued development and sustainability of the ASI and ANDSF.
Lead and/or participate in operational planning team (OPT) meetings and/or working groups focused on the continued development of the ASI and ANDSF.
Travel on short notice to various locations in Afghanistan to meet mission requirements.
Provide quick response advisory efforts in support of contingency planning and operations.
Conduct follow-up on recommendations until shortfalls and gaps have been mitigated and ANDSF longterm sustainability has been achieved.
Participate in after-action discussions and seminars, as required.
Provide lessons learned to advisory personnel.
Develop and deliver analyses, findings, external briefings, meeting minutes, and interim status products as well as project technical reports to the Government as completed.
Prepare briefing reports and materials; and present them at designated client/user locations based on the task definition/approach.
Advise and mentor the ANDSF.
Develop self-sustaining strategic assessments in order to help establish and refine ANDSF priorities towards building long-term sustainability in both the Army and various policing organizations.
Staff planning process (Military Decision Making Process – MDMP); in particular, on how to inculcate a self-sustaining capability to conduct Mission Analysis, and to develop and analyze courses of action (COA) in order to enable effective operational planning.
Doctrine development and integration into current and future operations.
Perform other duties as assigned.

Knowledge & Skills

At least 6 months experience providing security assistance to Iraq or Afghanistan.
Interpersonal communication, influence, and interaction skills that are effective in a complex strategic environment.
Creative problem-solving skills.
Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment.
Automated data processing knowledge: possesses working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel).


Experience & Education

Master’s degree in a strategic analysis or security assistance-related field (security studies, conflict studies, international relations, management, operations research, terrorism studies).
Extensive operational and cultural experience working in joint military-interagency counterterrorism and counterinsurgency campaigns in an analysis, assessment, or planning capacity.
Shall have held positions equivalent to or higher than brigade-level staff officer and have conducted extensive and high-level outreach and liaison within the national security and intelligence communities.
Shall have at least 6 months of experience within the last 4 years serving or working with the international coalition in Afghanistan.
Must be prepared to operate in physically austere conditions as the mission may require.
Extensive cultural knowledge and expertise relating to Afghanistan and surrounding countries.
Experience interfacing with foreign defense and government organizations, particularly the Afghan MoD, MoI, and National Directorate of Security (NDS).
Able to work independently and in harmony with others in a stressful, deployed combat environment.

Physical Requirements/Working Environment

Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan
Travel

Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
