Role
The incumbent will be responsible in advising and assisting the Country Director (CD) and Country Leadership Team (CLT) on security and safety issues to enable them to provide a safe and secure working environment for the staff, based on the principle of “duty of care” standards set by Oxfam International for all their staff and to ensure the safety and security of Oxfam assets (physical equipment, program, reputation). The key responsibilities of the Security Advisor are as follows:
Advise CD and CLT on safety and security decision on a timely basis by producing sound situation analysis, risk identification and analyses, and recommending mitigation strategies that would provide efficient solutions for the safety of staff and quality implementation of programs.
Assist program team (Oxfam and Partner) to facilitate timely and safe implementation of project and program activities, to ensure safety of staff, assets and reputation. Must have a “Can Do” spirit to find the best solutions for the situation.
In collaboration of the security team, assist and advise Oxfam and Partner staff on risks in program areas, and develop solutions to mitigation risks.
Collaborating with the SM, ensure that the security strategies are developed, implemented, monitored and reviewed on a regular basis and are consistent with Oxfam policies, standards and requirements in order to promote safety and security culture for Oxfam staff, partners and program participants.
Provide required security related trainings and capacity building to Oxfam and partner staff when needed.
DUTIES AND RESPONSIBILITIES
Technical support
Provide ongoing technical analysis of the socio-political context, developments and security situation both for security management as well as program conflict sensitivity purposes
Colleaborate with the SM to provide timely advice to the senior management
Establish contact and build the relationship with international entities including embassies and introducing the Security manager to these networks particularly embassies (US, British, Netherland, Canadian, Swedish).
Establish in collaboration with the SM, institution-level local and international network; work towards expanding the network to receive the most reliable information in a timely manner.
Analysing the capacity of Oxfam staff from safety and security point of view, and purpose accredited trainings to security manager. Facilitate crisis management training for IMT members of Oxfam in Afghanistan.
Collaborate and support the security manager in revision of security documents (SMP, SOPs, CP) in line with context of Afghanistan.
Ensure regular and timely communication with the HQ and Regional Security teams is maintained.
Review and advice SM on security department’s annual budgeting process
Safety and Welfare advisory services
Support the Country Director and other senior staff to manage security incidents
Technically collaborate with the security manager in the planning and implementing risks mitigation strategies (acceptance, deterrence, protection) in order to improve safety and security.
Provide incident management support as part of the Incident Management Team (IMT) for incident response, reporting and analysis as well as help prepare IMT members for their relevant role in the IMT through regular tabletop exercises
Technically collaborate with the security manager to develop and implement capacity building plans to enable staff to identify and monitor risks as well as propose mitigation measures
Collaborate with the security manager to identify the capacity of security staff, design training and career development plans and provide follow up;
Ensure that the supporting departments (HR, Administration and Logistics) have in place an appropriate system to facilitate good security management;
Collaborate with the security management to ensure that staff have the security skills and awareness that they need to be effective, by providing appropriate learning and development opportunities and deliver the trainings as needed.;
Collaborate with the security management to ensure that safeguarding principles and protocols are in place and fully functional;
Manage the Security team in the absence of the SM.

QUALIFICATIONS
Knowledge of Languages
Proficiency in English is essential. Working knowledge of Dari/Pashto language is considered an asset.
Education
A bachelor’s degree in a related field is required.
Experience
At least three years of progressively responsible experience in security and safety issues, preferably with the UN or INGO and at least two years’ experience in a fragile context.
While Afghanistan experience is highly preferred, transferable safety and security experience from another conflict and fragile country would also be acceptable.
