Duties and responsibilities

The Regional Security Advisor (RSA) serves as a technical resource on security, risk and crisis management within MERO region. The RSA receives technical support, guidance and line management from the Regional Head of Security. The RSA will provide technical support to the Country Security Managers (CSM) or equivalent within the region.

Generic Responsibilities
Advises on security risk management (SRM), in line with established NRC SRM policies, standards and procedures.
Acts as the technical reference/resource for security within the region. Reviews and provides feedback to CSMs on all security products (plans, reports, assessments etc.) to ensure they comply with NRC standards and ensure copies sent to HO Security for filing.
Deploys to support country crisis teams within the region upon request, and contributes to the development of crisis management capacity within the region.
Maintains a general overview of the security context within the region and briefs regional management on key security development and emerging threats within the region.
Acts as a technical resource during recruitment within the region.
Supports country offices and regional office to implement the NRC SRM policy. Follows-up on compliance issues raised by the Compliance Unit, T-reporting and management. Conducts verifications, technical assistance, and training to address compliance gaps.
Monitors and supports the implementation of global security initiatives from HO.
Trains and mentors new security in the region on NRC’s policies and systems relating to risk assessment, day-to-day operational security, and crisis management.
Specific responsibility for a portfolio of countries, with additional support across the region as required.
Responsible for regional analysis and reporting; continued development of the NRC Security Risk Assessment methodology.

Specific responsibilities
Facilitates dialogue and sharing between the COs on matters related to security.
Technical guidance on specialised issues such as humanitarian access, negotiations, analysis and risk management upon request.
Develop and implement the regional security training package with particular focus on staff safety and security and the internal development of regional training teams.
Develop and implement a mentoring and capacity building programme for security staff throughout the region, to ensure continued professional development with a view to nationalisation where practicable.
Contribute to improving and monitoring regional security compliance standards.
Provide support on any other matter deemed within the remit of the role as directed by the Regional Head of Security.
Qualifications
Minimum 4 years of security related experience, specifically in the delivery of training.
Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to a wide-ranging audience.
Advanced report writing and good communication and presentation skills.
Demonstrated experience in crisis management.
Advanced knowledge of risk management and best practice specifically in relation to humanitarian security management.
Previous experience as a trainer and mentor.
Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
Fluency in both English and Arabic, both written and verbal.
