Position Summary: 

Directs a professional team encompassing a wide range of training functions within the discipline. Interviews, recommends selections to manager for open positions within area of responsibility. Evaluates staff, comparing objectives and achievements in the assessment.
Coaches employees in their professional career development and process improvements. Issues discipline whenever required. Recommends termination or contract when appropriate.


Major Job Activities:  

Plans, develops, and implements internal policies and procedures to govern daily operation Range Control, Range Safety Branch.
Prepares and submits Weekly, Monthly and Annual Reports to the Deputy Program Manager.
Provides advice and guidance for all Live-fire training Operations for US Army and multi-national military attached or under Operational Control (OPCON) to ASG-KU. This includes ensuring Army & Host Nation policies are enforced; coordinating with the ASG-KU Safety Manager and acts as the point of contact for range management related issue.
Responsible for ensuring the sustainment and maintenance of Range Facility Management Support System (RFMSS)/ArcGIS hardware and software systems to support customer requirements.
Advises USG & Deputy Program Manager on all high risk live-fire operations, not in accordance with Army Regulations.
Briefs all emergencies and notifies proper authority in regard to air and or ground operations mishaps and fatalities as it pertains to Range Safety Branch. 
Ensures all aspects of DA Pam 385-63 between Range Operations, the US Military and Coalition Forces in regard to multi-national air-ground operations to ensure that all air mobility training operations are adhered to.
Maintains positive control and accountability of Government Furnished Equipment (GFE) and contractor owned property.
Ensures compliance with all ISO 9000 Quality Management Systems policies and procedures.
Provides oversight responsibilities for all range safety matters (US Military, Allied and Coalition Forces as well as Host Nation).
Advises U.S. Government and Deputy Program Manager on all high risk live-fire and extremely high-risk assessments for training and operations on installation owned facilities and units.
Investigates or ensures range accidents are investigated by the appropriate command level and maintains records of accidents occurring within or originating from the installation training complex IAW AR 385-40 or MCO P5102.1, as appropriate.
Reviews all range modifications and proposals, designs and plans.
Ensures appropriate command levels notified in the event of range incidents or emergencies which results the lost of life, limb or eyesight and USG equipment.
Responsible for ensuring safety compliance of all new ranges and training areas in accordance with DA Pam 385-63, AR 385-63, AR 210-21 and ASG-KU Range SOP.
Provides oversight for Safety Area Danger Diagrams (SDAD) for accuracy and safe range operations IAW DA Pam 385-63.
Performs administrative duties to include records preparation/maintenance.
Performs other duties relative to range operations, as required.


MATERIAL & EQUIPMENT DIRECTLY USED:   

Computer, advanced knowledge with Microsoft Office Suite.



WORKING ENVIRONMENT:  

Indoor and/or outdoor environment. 
Standard work week will be six (6) days per week for up to eight (8) hours.
May be required to work an uncommon schedule including nights, weekends and holidays. 
Must be able to work in extreme environmental conditions including dust and high temperatures. 
Must have professional appearance consistent with US military customs.
Required to observe all safety, security, and health requirements for office, warehouse, and outside environment.

PHYSICAL ACTIVITIES:  

Must be physically capable of lifting 75 pounds a vertical distance of four feet and carrying this weight a horizontal distance of 25 feet. 


Qualifications
MINIMUM QUALIFICATIONS:  

Education/Certifications: 

BA/BS or 14-19 years of related experience including 8-12 years management experience.
U.S. Army Advanced NCO Course (ANCOC) or Advanced Officer Course graduates or other service equivalents with knowledge of military live-fire operations and procedures, is preferred.
U.S. Army Master Gunner graduate or other equivalent measurable experience preferred.
Must complete the Range Operations Professional Development (ROPD) Program IAW AR 350-19 within 30-days of hiring.

Experience: 

Requires 15-20 years military experience, Combat Arms Branch Preferred
Requires 10-12 years supervisory experience. 
DA Approved Master Gunner graduate preferred, related job experience may be substituted.
Experience working with coalition units, as well as use of interpreters, preferred. 
Must be proficient with Range Safety Danger Area Diagrams (SDAD) to ensure safe range operations
Must have map reading, radio operator, and GPS/Compass skills
Proficient in the use of Army Records Information Management System (ARIMS)
Proficient in Microsoft Office software programs
Must be proficient of Range Facilities Management Support System (RFMSS) 
Must be able to work in extreme heat for an extended period of time
Must have served as a US Military Range Safety Officer or Range Officer in Charge of multiple weapon systems, from small arms to aviation up to division level exercises.

Required Qualifications: 

Must meet USCENTCOM physical / medical requirements.
Must deploy to USCENTCOM training locations with austere living conditions.


Specialized Knowledge:

Must be proficient in computer operations, specifically in the use of Range Facility Management Support System (RFMSS) and ArcView (GIS)
Must be proficient in developing, assessing and applying Surface Danger Area Diagrams (SDAD) for all weapon systems in regard to air/ground operations IAW DA Pam 385-63 and Host Nation Regulations.
Proficient in military map reading, land navigation and radio operations
Proficient in the use of Army Records Information Management System (ARIMS)
Knowledgeable of all air and ground requirements as it pertains to live-fire events both stationary and moving
Knowledgeable in air mobility operations in accordance with DA Pam 385-63 and Host Nation Policies.

Skills: 

Must have high-level organizational and planning skills.
Demonstrated proficiency with Range Safety Danger Area Diagrams (SDAD) to ensure safe range operations for both air and ground weapon systems, is required. 
Proficient in military map reading, land navigation and radio operations.
Must have excellent communications skills, both oral and written.
Must be able to function with an advanced level of English verbal and written language skills, through demonstrated proficiency, testing or both. 

CLEARANCE/LICENSE: 

Must have an active Secret security clearance.
Must have a valid US Driver License, able to obtain a US Government Motor Vehicle Operator License and Kuwait Driver License.
Must possess or be able to obtain a Common Access Card (CAC).
Must be able to maintain USG network access.
