Context:
Under the direct supervision of the Chief of Mission (CoM) and the technical supervision of the Regional Field Security Officer (RFSO) for Middle East and North Africa (MENA), and in close collaboration with the Head of the Staff Security Unit (SSU) at Headquarters (HQ), the
successful candidate will oversee the security and safety matters directly or indirectly related to all IOM personnel and assets under the specific circumstances provided by the security situation in Iraq. S/he will supervise the Country Office’s (CO) security unit and in coordination with the RFSO, plan, coordinate and implement appropriate safety and security management procedures that will effectively address staff safety and the protection of IOM assets, while ensuring secure and safe IOM operations in Iraq.
Core Functions / Responsibilities:
1. Collaborate, coordinate and strengthen networks with other international organizations,
government security services and agencies working in the security management field, ensure appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained.
2. Attend UN Department of Safety and Security (UNDSS) Security Cell meetings. Liaise with IOM’s Head of Staff Safety/Security Unit and the RFSO regarding relevant security matters.
3. Develop and maintain a close working relationship with the UNDSS and a comprehensive
working knowledge of the present IOM/UNDSS Memorandum of Understanding (MOU) related to various security protocols stipulated in this agreement. Attend Security Management Team (SMT) meetings in country as directed by the CoM.
4. Conduct, as required, security assessments and evaluations in collaboration with SSU’s
Operations Centre that will enable comprehensive threat/risk analyses, and further offer
appropriate recommendations. Contribute to the design and implementation of IOM specific,
evacuation and relocation security plans.
5. Assist in the implementation of IOM security-related strategies, country specific security
Standard Operating Procedures (SOPs) and recommend a concrete course of action for their implementation (e.g. agency warden system, building access, communications protocol, fire plan, etc.).
6. Produce a security risk assessment of all IOM premises indicating the identified threats and provide recommendations to the CoM.
7. Assist in country office-specific training activities, seminars, briefings, and staff participation; assist in monitoring administrative, logistic and budgetary issues (if necessary). Ensure that security training is carried out professionally and within IOM and UNDSS training standards.
8. Prepare periodic informative, assessment related and statistical reports, briefings,
background summaries and statistical analysis as directed by the CoM and RFSO including
assisting in the implementation of the Business Continuity Plan (BCP) during emergency
situations and updating the BCP with security information, as required.
9. Ensure effective cooperation between movement unit and other IOM units; ensure security, order, and confidentiality of interactions and transactions. Ensure sufficient security measures for IOM movement operations, in coordination with the IOM Security Focal Point, taking into consideration UN Security Phase of the location and other potential risks.
10. Develop and provide safety/security briefings for IOM staff deployed to and travelling within the CO areas. Ensure regular updating of staff and coordinate travel security for the CO relating to IOM operations.
11. Ensure that all relevant safety/security information is disseminated in a timely manner to all IOM staff as well as programme service providers.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Security Management, Risk, Crisis and
Disaster Management, Business Administration, Law Enforcement or a related field from an
accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.
• Equivalent studies in the National Armed or Security forces of country of residence may be
considered an equivalent diploma with seven years of relevant professional experience.
Experience
• Experience working in security management, military experience, law enforcement, Disaster
Risk Management preferably at an international level;
• Previous experience in UN/IOM COs, International Peacekeeping or Emergency Missions;
• Experience in planning and execution of security agencies or organizations highly desirable;
• Previous experience in dealing with law enforcement agencies is an advantage;
• Proven ability to collaborate with senior military and government counterparts; and,
• Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Context:
