Overall job objectives
Under the direct supervision of the Operations Manager, the Deputy Operations Manager for Supply will provide oversight to all Regional Logistics Centers (RLC) and Foreign Military Sale (FMS) operations at an assigned location in Afghanistan.
Responsibilities include:
Ensuring maintenance records of FMS cases received at the warehouse as well as local vendor deliveries and notifying the Operations Manager.
Manage the FMS parts facility.
Monitor FMS Requisitions and updates to Open Receiving Orders with appropriate FMS Document Numbers.
Review information pulled from FMS Systems, and information transferred into Core Suitesor other logistics automation systems.
Follow-up on FMS requisitions when delivery will exceed 180 days or when requirement warrants.
Review due-in information on FMS Cases and advise the Operations Manager and project leadership when the projected delivery time will impact operations.
Provide information based on current and projected material usages to support the budget development.
Review Core Suitesreports, ensuring that arriving material is placed on inventory.
Provide advice and guidance to ANP suppliers at the RLC warehouse.
Work with all Supply Specialists to develop metrics and assist in the collection and reporting on the operations and efficiencies of RLC’s.
Perform other related duties as assigned.
Qualifications:
Minimum 4 years of work experience in a maintenance logistics, warehousing, or distribution management role, to include managing personnel.
Understanding of and experience with US or Afghanistan National Defense Security Forces (ANDSF) military logistics and sustainment programs from either a technical or programmatic perspective preferred.
Ability to effectively communicate the results of the studies and analyses to sponsoring senior Coalition and ANP officials through written reports, briefings, and oral presentations.
Capability to be effective in a complex strategic environment through influence and interaction.
Strong analytical skills using appropriate quantitative and qualitative tools and methods.
Proficiency in MS Office packages Excel, Word, Outlook, and PowerPoint.
Experience in successfully managing a multi-national workforce.
Experience utilizing a variety of information systems to manage a large, national maintenance program effectively.
Ability to collect, analyze, and summarize data and to prepare clear and concise reports.
Ability to work in a fast-paced environment that requires handling multiple tasks at a given time, and rapidly adapting to changing priorities and schedules.
Excellent organizational and time management skills.
Language skills: Strong, professional, oral and written English communication skills.
Satisfactory completion of a pre-employment screening process, which includes drug testing, physical examination, and background check.
Work Environment
The full-time work location for this position is Afghanistan; an austere and hostile environment.
Minimum work hours are 9 hours a day, 6 days a week. Work may include nights and weekends (Friday) on short notice.
Able to walk/stand on level or inclined surfaces for prolonged periods per day, sit for prolonged periods per day, and climb/descend stairs or rough terrain.
Must be willing and able to perform physical activities including but not limited to heavy lifting of up to 40lbs; climbing in and out of equipment; crawling; and working outdoors.
Able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees, and reach above/below shoulders. Able to communicate by voice and detect sound by ear.
While performing the duties of this job, the employee may regularly be exposed to the extreme and austere desert-like environment - temperatures can reach 49 °C (120 °F) during summer, and as low as -9 °C (15 °F) during winter.
May be exposed to extreme noise from acts of aggression.
