Task Order Site Manager , Iraq

Description
Responsible for developing the overall strategy for accomplishing multi-discipline requirements contract-wide, including management of onsite personnel, quality control and customer relationships. The TO-SM shall have full onsite functional authority to act on behalf of the Company on all matters relating to the daily, onsite operation under the in-direct supervision of the Task Order Manager at the PMO level.


Major Job Activities

Provides senior level technical, administrative, and operational leadership to the assigned project task(s), including contract and subcontractor management.



Responsible for supervising 200-400 employees both exempt and non-exempt working on a single task order.
Provides recommendations to the client on task workload to improve efficiencies and cost savings.
Attends customer meetings and typically serves as primary client liaison.
Coordinates the development and timely submittal of all routine contract deliverables.
Drafts, creates and views program documentation, generates formal review documentation, and participates in system and program reviews.
Track project studies, plans and actions items, etc.
Ensures coordination and information flow between the onsite departments and the enterprise organization.
Performs other tasks as required.

MATERIAL & EQUIPMENT DIRECTLY USED: 
Windows Computer and associated software, cell phone, two-way radio, vehicle and other office equipment.


WORKING ENVIRONMENT:
Work is generally conducted in an office environment.  However, duties may involve the conduct of work in the out of doors area with a potential exposure to extreme climatic conditions.


PHYSICAL ACTIVITIES:
Work will require lifting up to 40 lbs; stooping; climbing; prolonged standing; prolonged sitting; and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents.  May be required to work an uncommon tour of duty including nights, weekends and holidays.  Must comply with published Company work rules

Qualifications
MINIMUM QUALIFICATIONS:
Education/Certifications: Experience may be substituted for one year of education, if degree is required.
Bachelor’s Degree from an accredited University, preferably in a technical/engineering field or business-related discipline.
Certified Project Management Professional (PMP), preferred.
Valid U.S. driver's license required.


Experience:
Bachelor’s degree and 8 years’ experience or have acquired a minimum combination of 10 years of specialized training and experience, falling within the last 15 years, in the operations and maintenance of federal government systems, equipment and facilities. At least 2 years working with contracted services in some form and at least 5 years in a management or supervisory position.


Skills:
Able to manage a large team of highly complex technical multi-occupations performing operations & maintenance, construction and repair of systems, equipment, devices, components at a federal government installation in a foreign country.  Fluency in reading and interpreting plans, technical data, schematics and diagrams.


Clearance Level required at Start Date: Top Secret
Travel: Yes, 10 % of the Time
