Job Description (Roles and Responsibilities)
Main purpose of job:
To lead and manage the security team (supported by the Overseas Security Manager) and be the British High Commission’s first point of contact for security matters in Johannesburg
The role is expected to oversee and manage security of: personnel; buildings; systems; equipment; and procedures. A key part of the job is to provide insights around key security issues, risks and opportunities for improvement.
Role and responsibilities:
Management security at the Consulate-General office and British High Commissioner’s Residence
With the support of the OSM, manage and directly supervise the DIT/British Council security team. Lead and motivate the team to deliver consistently high levels of performance. Ensure the Guard Force is effectively supervised
Oversee control of access arrangements at DIT and the British Council
Conduct periodic patrols and security checks of the Consulate-General and British High Commissioner’s Residence, including outside normal working hours, reporting any anomalies to the OSM (or PSO)
Security advice and support
Provide general advice on physical and procedural security matters at DIT/ BC premises
Assess and provide security advice and ground support to staff visiting DIT
Provide security advice and support for VIP visits (working with colleagues in Johannesburg)
Assist the OSM/PSM Pretoria in conducting periodical physical security checks of UK-based staff residences, including security surveys before purchase or leasing
Assist the OSM in conducting security surveys of hotels in Johannesburg
Assist with visits made by the Overseas Security Manager and lead on recommendations
Create strong working relationships with relevant South African Police Department, diplomatic police, local police and private security providers
Deliver security for high profile events at DIT premises and Tweedale residence managing the guard force
Keep abreast of the news, particularly the local and national news, and report any items of security significance – local protest or threats - promptly to the DPSO, OSM and PSO
Lead on security queries providing information and guidance to staff as required
When called on, travel to Pretoria to support major High Commission events and visits in Gauteng
Security control and testing
Maintain the security equipment inventory at the DIT Office (security fences, barriers, metal detector arches, X-ray scanners, radios etc), ensuring that you are able to operate and advise the security team and staff members on the use of the equipment
Arrange for the regular maintenance of the DIT security equipment, reporting any difficulties to the OSM in an accurate and timely manner
Conduct weekly tests of the fire, incident and bomb alarms, recording the results as necessary
Supervise the operation and testing of the local emergency radio network(s) where applicable
Maintain a record of locks and keys under your control
Ensure the Guard Force examine all mail for improvised explosive devices, chemical or other threats and are properly trained in the scanners operation
Liaise with the local guarding company to ensure that they are aware of our security needs and the performance of their staff using KPIs. Assist with the development of their security awareness
Be able to operate the DIT CCTV system
Arrange and conduct regular fire and emergency evacuation drills or as directed by the OSM. Record dates and all results
Act as Fire Safety Officer for DIT
Administrative tasks
In conjunction with the OSM, liaise with the South African Police Diplomatic Protection Branch and with the security staff at other friendly Missions, ensuring that necessary contact names/telephone numbers that would be required during an emergency are always up to date.
Manage the local security expenditure budget (equipment, uniforms, etc).
Reporting
Prepare reports on matters of security interest, including regular quarterly incident returns, for the OSM
Record any breaches of security
Resources Managed:
4 security guards and local security budget
Essential qualifications, skills and experience
Security related degree
Risk Management Training
Senior security supervisory role
Drivers licence
Proficient using the latest version of MS Office
Knowledge of security protocols
Experience in contract management
Language requirements:
