RIIS has a requirement for a Range Plans Sustainable Range Program (SRP) Geographic Information Systems (GIS) Coordinator with experience in Unified Land Operations maneuver, capabilities, and gunnery range operations. The GIS Coordinator will ensure accurate geospatial cartographic products, Surface Danger Zones (SDZ), Weapons Danger Zones (WDZ) and Laser Surface Danger Zones are available in support of live fire range operations and Situational Training Exercise (STX) live fire events; a successful candidate must be a United States citizen, with proof of citizenship and a current U.S. passport.


Job Description:
The Range Plans ArcGIS Operator will work directly under the supervision of the Warfighter FOCUS (WFF) / Warrior Training Alliance (WTA) Range Plans Chief on Camp Buehring, Kuwait. Primary duties include development and validation of GIS livefire products in order to assist units with plans and preparations for the execution of USARCENT directed live fire ranges and Situational Training Exercise (STX) live fire events. The coordinator shall work directly with unit representatives and master gunners to schedule and assist the unit Plans and Operations specialists in exercise planning as required. Secondary duties include GIS product transfer and validation of Range Firing Desk operator RFMSS EGFD administration.

Required Hours:
Standard work week will be six (6) days per week for up to eight (8) hours per day while at OCONUS work site(s), and a standard 40 hour work week while at CONUS work sites.

Responsibilities:
Manage Range Operations ArcGIS Enterprise Licenses, including verifying all Range Managers Tool Kit (RMTK) extensions are updated to the most current release.
Prepare/Provide geospatial data, perform geospatial analysis, and provide map products to support range operations planning, including the creation of SDZs, WDZs, and LSDZs for all live fire activates.
Maintain and configure geospatial data to support automated range scheduling. Perform geospatial data development, formatting, upload, and maintenance of geospatial data and maps necessary to support the Range Facilities Maintenance Support System (RFMSS) Enhanced Graphics Firing Desk (EGFD).
Support Range safety with Safety considerations Maps, Airspace Maps; Range Project Maps; and the Operational Overlays.
Develop, maintain, and update Military Installation Maps (MIMs) for each supported installation/site, with the required geospatial data layers in accordance with MIM Production Guidance Documentation (MPGD) to support mission requirements.
Provide standard and customized maps to support unit training. Such as mission planning maps, training plans, live-fire shot sheets ((with surface danger zones (SDZs)), maneuver area/corridor maps, and maps of individual training facilities/areas including, but not limited to, maneuver training areas, landing zones, MEDEVAC, infantry movement corridors, aerial operations, special-use imagery maps, transportation, land navigation, and special use training sites.
Respond to changing training schedules and/or training location changes stemming from weather, safety, or other factors. Geospatial products required for training events may be required in as little as one hour turn around.
Assist with Range Modernization project siting analysis, provide initial Range Modernization project maps and provide updates to maps resulting from ARCENT/G37 project reviews and approvals.
Support Training requirements through meeting in person with unit POCs for specific map requirements. (SDZ/WDZ Development).
Develop and validate DAMO-TRS (SRP) proponent geospatial data layers for compliance with the respective QAP
Complete QA/QC of each geospatial data layer and associated metadata.
Assist the training unit with the development of gunnery scenarios and live fire training exercises to ensure all range safety requirements are in compliance with ASG-KU Range Operations Standard Operating Procedures (SOP).
Other duties as assigned in support of the in-country Program Management Office.

Required Qualifications:
Must have an ACTIVE/CURRENT U.S. SECRET Security Clearance on the 1st day of employment.
4 years’ experience in Unified Land Operations maneuver, capabilities, and gunnery range operations. Extensive operations and training background.
Experience utilizing ESRI ArcGIS
Expertise and experience operating RFMSS
Experience with DOD Spatial Data Standards for Facilities Infrastructure and Environment (SDSFIE)
Able to work closely with other team members, Customers, and End Users.
Strong written and verbal communication skills.
Highly proficient in reading and using a map, giving and accepting directions in topographical terms, and in communicating map information with other members of the Range Operations Team.
Must be willing to live and work in an austere desert environment.
Must possess or be able to obtain and maintain a Common Access Card (CAC).
Must have a valid driver’s license, able to obtain a US Government Motor Vehicle Operator’s License and Kuwait Driver’s License.
US citizenship is required as this position needs an active/current DOD Security Clearance as of day one of employment.
Must possess a US Passport with at least 1 year of remaining eligibility.
Meet medical requirements for position as determined by a pre-employment medical screening & published CRC and USCENTCOM medical deployment standards.
Walk or stand on level and/or inclined surfaces up to 8 hours/day & sit for up to 3 hours/day; climb/descend stairs; grasp or handle objects; use finger dexterity; bend elbows/knees; reach above/below shoulders; read/interpret typewritten print; communicate by voice & detect sound by ear.

Desired Qualifications:
Completion of the Inter-service Range Safety Course, Range Managers Tool Kit Training Course, Weapons Danger Zone Course.
NCO Advanced Course graduate or equivalent schooling.
Knowledge of Federal, DoD, and Army geospatial data standards; the US Army Installation.
Geospatial Information & Services (IGI&S) Data Proponency, Common Installation Picture (CIP), and Quality Assurance Plan (QAP) Memorandum, DAMO-TRS SRP Geospatial Data Development.
Strategy Memorandum, and associated geospatial data Quality Assurance Plans (QAPs) and guidance.
Detail-oriented with the ability to work under deadlines while adhering to all applicable safety guidelines including: AR 385-63, DA Pam 385-63, AR 385-10, DA PAM 385-64, TC 25-8, TC 25-1, and Area Support Group – Kuwait Range Operations Standardized Operating Procedures.
Knowledgeable with AR 385-63 Range Safety and DA Pam 385-63 Range Safety.

Required Education:
Bachelor's degree in Training, Management, Business or a related field and 4 years’ work experience. 8 years of additional equivalent work experience (12 years) may be accepted in lieu of BA/BS education requirement.
Able to complete the Range Operations Professional Development (ROPD) Distance Learning Modules IAW AR 350-19 within 30-days of hiring.
