Police Advisor , Honduras

Location:US Embassy - Tegucigalpa, Honduras

We are seeking candidates for a Police Advisor to the Government of Honduras (GOH) position located at the US Embassy, Tegucigalpa, Honduras to support the Central America Regional Security Initiative (CARSI) and the US Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) Program and the Government of Honduras (GOH).

We are supporting the CARSI Program, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.



MINIMUM QUALIFICATIONS
Must be a Local National (LN), Third Country National (TCN) With RSO Approval
FSI level 4/4 English, FSI level 3/3 Spanish
Bachelor’s degree in a related field from an accredited institution or 15 years of relevant experience
Five (5) years of experience related to financial crimes
Seven (7) years of demonstrated experience in complex crime or security programs aimed at achieving INL objectives
Demonstrated prior ability to work independently on projects and issues within overall policy guidelines
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups
Proficient in Microsoft Office Suite

PREFERRED QUALIFICATIONS
Experience working and/or coordinating with U.S. government agencies and host nation entities.
Experience working as a law enforcement Advisor with non-U.S. law enforcement agencies.
Experience working in international police development and reform.
Experience in investigating homicides.

DUTIES AND RESPONSIBILITIES
Assist the GOH to improve investigative capacity for high profile, high-impact crimes.
Advise on the full range of law enforcement issues, program management, evaluate training, and mentoring to improve GOH investigative capacity, improve the GOH judicial system, protect human rights, reduce impunity, and strengthen both the GOH National Police and the Public Ministry’s Technical Criminal Investigation Agency (ATIC). Provide technical law enforcement expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve investigation, apprehension, and prosecution of major crimes including homicides and other violent crimes, complex cases including transnational organized crime, asset forfeiture, money laundering, gang activities, drug trafficking and other major cases where there is suspected involvement by members of the police or public officials.
Coordinate program development, implementation, and reporting with other GOH entities, INL anti-gangs advisors, other advisors or contractors working for the INL program in Honduras and throughout the region.
Coordinate with INL and the GOH Public Ministry, GOH National Police (HNP) and other GOH agencies.
Assist INL to ensure effective and ongoing coordination, communication and support of mutually enhancing programs and initiatives in compliance with the comprehensive USG/CARSI strategy for the reduction of violence in Honduras.
Provide technical assistance, and support to GOH law enforcement personnel, including representatives of the GOH National Police, Public Ministry, the Public Ministry’s Technical Criminal Investigation Agency (ATIC), and other relevant stakeholders in the investigation and prosecution of high-profile crimes, including homicides and other violent crimes.
Recommend and provide training on a wide variety of topics relevant to investigating and prosecuting crime, including criminal investigations in general, interview techniques, investigating and prosecuting homicides, investigator as witness, developing investigative strategies, teamwork, how to handle especially vulnerable populations, techniques for interviewing especially vulnerable victims and witnesses, victim and witness protection, and other relevant topics.
Provide on-the-job training to appropriate GOH law enforcement personnel.
Provide technical assistance to GOH law enforcement personnel in the drafting of manuals, standard operating procedures, forms, templates, and best practices. Provide training, technical assistance, and support to GOH law enforcement personnel, including representatives of the Public Ministry, the Public Ministry’s Technical Criminal Investigation Agency (ATIC), the GOH National Police, and other relevant stakeholders in the investigation and prosecution of high-profile crimes, including corruption, homicides, and other violent crimes.
Work with the Public Ministry and ATIC to ensure highest and best use of available technology, determine if additional technological resources are necessary, and make recommendations for the procurement of new technology, as appropriate.
Draft papers and documents related to the INL projects
Suggest avenues for mid-course correction if a program is not achieving its goals;
Attend meetings with INL and host-government officials as requested, including the regional working group meetings.
Hours for this full-time position will be the core hours of the US Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.

The position will be stationed in Tegucigalpa, Honduras.
National and international travel may be required.
Create a work plan per the instructions.

Provide weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.
