Job Brief:
The International Police Advisor will have a key role in designing and implementing USIP’s Police Dialogue Program, which aims to strengthen the capacity of security actors in Burma to prevent electoral violence. Through a series of dialogues and skills-building workshops, the program will
build knowledge and skills in democratic policing of elections and community engagement. The International Police Advisor will report to the Program Manager and work closely with the rest of the Yangon-based team as well as the Burma team in USIP headquarters in DC. There is a strong preference for the International Police Advisor to be based in Yangon, though this is negotiable. The International Police Advisor will engage regularly with the Union-level Myanmar Police Force (MPF), the Union Election Commission (UEC), the General Administration Division (GAD) and the Ministry of Home Affairs (MOHA) in addition to the Project team. This is a part-time position (50%) role with significant travel required during the lifespan of the project.
Responsibilities:
Prepare, host and facilitate dialogues and workshops with security actors (MPF, UEC, GAD) on elections security;
Lead the preparation for each dialogue session;
Respond to requests from security actors on an ad hoc basis and provide technical input in election security planning as needed;
Provide strategic guidance to the Program Manager to support program learning and adaptation;
Lead workshops, including a 5-day workshop on conflict analysis, conflict-prevention methods, electoral violence mapping, and other election-related issues;
Organize police learning exchanges in Asian countries that have recently held elections;
Provide technical input and strategic guidance for participants in community level dialogues between security actors and civil society;
Engage with USIP’s headquarters staff in DC as needed;
Work closely with the program team, including the Program Manager and the national Police Liaison Officer to ensure effective implementation of the program.
Performs other duties as assigned.
Qualifications:
Degree in Police Administration, security studies, law, politics or other relevant discipline;
Experience in the policing or elections sector;
Five (5) or more years of experience as an international police advisor directly providing mentoring, advice and guidance to national police counterparts;
Ten (10) or more years of experience on security sector reform;
Excellent skills in process design and dialogue facilitation;
Experience working through translators and interpreters;
Experience working with results frameworks and collecting data on results;
Personal commitment to human rights and the principles of democratic policing;
Ability to self-manage in unpredictable conditions and highly fluid security and political environments;
Excellent communication, interpersonal, and teamwork skills;
Excellent problem-solving and analytic skills;
Excellent command of English, including report-writing.
Desirable Qualifications
Experience of working in Burma highly desirable
Demonstrated understanding of the Burmese policing sector highly desirable
Experience organizing international learning exchanges highly desirable
