Duties/Responsibilities
Under the direct supervision of the Registrar, the Head of the Security and General Assistance Division will be in charge of all aspects of security at the Court, ensuring the security of the Judges
and Registry officials, confidential information and the Court’s property. The incumbent will also be responsible for overseeing general assistance matters, including driving services, messenger and mail services, providing assistance for the Court’s meetings and hearings, organizing receptions.
His/her main duties include:
Advising the Registrar on all aspects of security management at the Court in compliance with United Nations security policies, practices and procedures;
assuming responsibility for the security of the Court’s personnel and property in accordance with the United Nations Security Management System;
conducting the security risk management process; establishing security and safety policies and procedures; and overseeing emergency preparedness and crisis management;
co ordinating with Dutch authorities, the United Nations Department of Safety and Security (UNDSS), members of the United Nations Security Management System (UNSMS) and the Carnegie Foundation to manage security at the ICJ;
co ordinating and supervising logistical and security aspects of high level visits to the Court;
providing advice on the confidentiality, integrity and availability of the Court’s information and communication systems;
organizing and supervising logistical and security aspects of the Court’s public hearings;
supervising the staff of the Security Division;
Qualifications and requirements
Competencies

Education
Advanced university degree (Master’s degree or equivalent) in a related field. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Experience and skills
A minimum of five years’ experience in the various areas of security operations, preferably within a UNSMS organization, including investigation, physical security, strategic and operational planning, fire prevention and suppression, emergency response, CCTV, and access control and visitor management systems.
Experience in dealing strategically with information security, business continuity and confidentiality matters is required. In addition, experience in general service matters, in particular the organization and supervision of driving and mail services.
Languages
French and English are the official and working languages of the Court. Excellent knowledge of and drafting ability in one of these languages is required, as well as a good working knowledge of the other. Command of other official languages of the United Nations and/or Dutch would be an asset.
Remuneration
Depending on professional background, experience and family situation, a competitive compensation and benefits package is offered.
The Court’s salaries are calculated in US dollars but paid in euros. They consist of a basic salary and a post adjustment which reflects the cost of living in the Netherlands and the euro/dollar exchange rate.
In addition, the Court offers an attractive benefits package including 30 days of annual leave, home travel every two years, an education grant for dependent children, participation in the United Nations Joint Staff Pension Fund and medical insurance.
