Context:
Under the overall guidance of the Chief of Mission and the direct supervision of the Field Security Officer in Baghdad, the successful candidate will assist the Field Security Officer in Baghdad with developing, recommending and implementing appropriate safety and security procedures related to all aspects of the mission’s and its programme’s safety and security.
Core Functions / Responsibilities:
Provide accurate and up-to-date assessments of the security situation in Iraq to address emergency management preparation, oversight and response, as necessary and provide advice on how to mitigate identified threats and risks to IOM facilities and properties and IOM programme operations and activities.
In coordination with the Head of Security, assist in the drafting of Standard Operating Procedures (SoP’s) for various operational activities as well as establishing an incident mapping data base and reporting mechanism of any security incident in the Mission.
Provide regular security briefings to ensure and maintain an appropriate level of security awareness throughout the mission, its programs and to maintain a high level of physical security preparedness directly related to the United Nations Department of Safety and Security (UNDSS) Security Risk Mitigation Measures (SRMMs).
Assist in developing internal evacuation and emergency contingency plans such as the Business Continuity Plan (BCP), emergency and medical evacuations, warden system and emergency communications.
Draft security assessment reports as required.
Conduct mission planning.
Manage security staff as required.
Attend any security related meeting as requested.
In coordination with the Head of Security, assist in conducting regular safety/security briefings for all staff and targeted trainings for identified programme staff in relevant areas.
Deputize for the Head of Security when out of the mission area.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Equivalent studies in the National Armed or Security forces of country of residence may be considered an equivalent diploma with four years of relevant professional experience.
Experience
• Experience in crisis management and operating in difficult circumstances and conditions;
• Experience working in insecure environments and demonstrated ability to support operations in insecure environments;
• Experience in either UN Security, Police or Military service;
• Ability to maintain a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment, including in stress situations;
• Experience in liaising with UNDSS, governmental and diplomatic authorities;
• Comprehensive understanding of the United Nations Security Management System;
• Familiarity with the country and previous working experience in the region an advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of arabic, French and/or Spanish is an advantage.
