Team Leader - Military Advisory Global Peace Operation Initiative (GPOI)

We are seeking qualified candidates for the Team Leader position supporting The Global Peace Operation Initiative (GPOI) in Lusaka, Zambia.

GPOI is a US Department of State (DOS) security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the US Department of Defense (DOD).  Key objectives of the GPOI program supporting the Zambian Defense Force (ZDF):

- Build Self-Sufficient Peace Operations Training Capacity in Zambia
- Support the ZDF's Development and Employment of Critical Enabling Capabilities
- Enhance the ZDF's Operational Readiness and Sustainment Capabilities

- Strengthen the ZDF's Rapid Deployment Capabilities
- Expand the Role of Women and Enhance Gender Integration

Minimum Qualifications 

The Team Leader shall have a relevant blend of combat arms-operational skills, experience, and knowledge that will allow that individual to best support specific task order objectives and the goals of the GPOI Program.  The qualifications are as follows:

Must be a US Citizen or authorized to work in the US or Third Country National (TCN)
Must have completed a US or foreign equivalent Military Education Level 4 (Command and General Staff College)
Minimum of fifteen (15) years military operations and training experience cumulative with directly related experience in overseas program operations.


Preferred Qualifications: 

Commanded a combat arms (armor, cavalry or infantry) at the battalion level in the U.S. or foreign military land forces that will allow that individual to best support the task order objectives and goals while mentoring the peacekeeping battalion leadership is preferred
Bachelor’s degree is preferred
Attainment of military grade of O-5 or higher
Experience operating in areas with limited life support and in hardship conditions


Duties and Responsibilities: 

The Team Lead (TL) will be the primary point of contact for contract execution and coordination of the U.S. Department of State’s complex, multifaceted Global Peace Operations Initiative (GPOI) Program in Zambia. The TL is the in-country manager of the workflow process at the deployed location and manages all aspects of mission completion. Other duties include:

Serves as the primary interface point of contact with the US Embassy, the ZDF leadership, US military, international partners and other stakeholders associated with the training of peacekeepers.
Provides in-country direction and management for all contract and task order activities
Manages personnel assignments and reassignments to different in-country GPOI Program training tasks and missions
Maintains professional standards of accountability, quality, and effectiveness of all deployed personnel on his team
Monitors and tracks movement of all task order contractors traveling to, working in, and departing from the country
Responsible for the conduct of individual and collective training for established and/or newly formed Peace Keeping Operations (PKO) units
Provides direction and oversight of day-to-day operations in-country for training
Coordinates and manages all in-country personnel and logistical support for contractors on this Task Order
Responsible for all aspects of training management and execution in coordination with the ZDF and GPOI
Ensures all instructor/trainers are prepared to teach in accordance with standards defined in GPOI task orders
Inspects and supervises all in-country training
Liaises with Zambia, ZDF, USG, and GPOI representatives
Coach, teach and mentor both the senior unit leader and partner country trainers toward performing effective peace support operations and achieving National self-sufficiency
Serves as the senior instructor / leader on the ground managing all aspects of training ensuring development of the Peace Mission Training Center to include ZDF trainers
