Context:
Under the direct supervision of the Director of the Office of Staff Security (OSS), the successful candidate will be responsible for assisting with staff safety and security management throughout the Organization in the areas of operations, and when required assist with financial management, administrative procedures and human and asset resource management that could impact on staff safety and security issues.
Core Functions / Responsibilities:
Coordinate and supervise the ongoing development of the Staff Security personal, to ensure that they are able to provide effective leadership, vision and guidance to IOM personnel, in all aspects of safety / security management.
Manage the daily operations of IOM’s Staff Security personal, providing regular reviews and assessments on the general and/or urgent staffing needs related to the Office of Staff Security (OSS).
Coordinate with OSS MAC administration and procurement on all HR issues within OSS including when required the development of TORs for OSS core staff and all Country Office security posts and monitoring the technical performance of all mission security officers.
Develop and contribute to the professionalization of a robust and responsive security structure that is sustainable, cost-effective and upholds the core values of the organization.
Coordinate the safety/ security management of all IOM personnel, and the protection of the
Organization’s assets (including but not limited to all relevant SOPs and asset register).
Support with the implement of the OSS Training Strategy in order to increase personal security skills, security awareness and security knowledge of all IOM personnel and when necessary, assist with the delivery of the training courses.
Advise all safety / security policy/procedures that impact on IOM to ensure that the organization’s responsibility and accountability within the United Nations Security Management System (UNSMS) are met.
Implement established strategies that will enable IOM to formally participate in and influence the UNSMS security policy decision-making bodies with concrete contributions.
Reviews and regularly monitor the capacities of the current OSS operation centre in Manila and the associated 24/7 Communications centre to respond efficiently to all emergency situations.
Ensure that systems and procedures are in place to disseminate IOM and UNDSS safety/
security policy/ procedures and instructions to all Country Offices in a timely manner.
Assist in overseeing that operational and strategic analyses (including but not limited to security awareness, Standard Operating Procedures (SOPs), in-country and international security trends) on threats/ risks posed to IOM staff, Country Offices and programmes across the world are in place.
Support the implementation of the Security Communications and Analyst Network (SCAAN)
communications strategy to enhance IOM staff knowledge and preparedness.
Constantly follow-up IOM operations in high-risk environments to ensure that safety and security procedures are in place and that security trends are identified and monitored.
Represent IOM at meetings/ forums with senior managers, partner agencies, government security services, United Nations agencies/ programs, the Inter-Agency Standing Committee (IASC), and the Inter-Agency Security Management Network (IASMN), the policy decision-making body of the UN Security Management System.
Establish a working knowledge of the OSS annual operational and UNDSS cost share budgets.
Directly report to the Director of OSS all relevant operational safety/ security management issues, providing reports, assessments, advice and frequent briefings on OSS activities and the impact they have on all significant security threats/risks/trends/incidents.
In the absence of the Director of OSS, attend and be an active member of the SMT and
ESMT and supply regular weekly security briefings to both bodies.
Conduct and/or oversee Country Office safety/ security assessments to ensure compliance with relevant policies and procedures. Make appropriate recommendations to strengthen these systems and address non-compliance issues.
Conduct and report on various investigations related to safety, security incidents involving
IOM staff and/or the Organizations assets.
Be available 24/7 to deal with any emergencies or security situations involving IOM staff members and/or assets.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Security Management, Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with ten years of relevant professional experience; or
• University degree in the above fields with twelve years of relevant professional experience.
• Equivalent studies in the National Armed or Security forces of country of residence may be considered an equivalent diploma with twelve years of relevant professional experience.
Experience
• Experience working in security management, military experience, law enforcement, Disaster
Risk Management preferably at an international level.
• Previous experience in UN Missions, International Peacekeeping or Emergency Missions.
• Experience in planning and execution of security agencies or organizations highly desirable.
• Previous experience in dealing with law enforcement agencies an advantage.
• Proven ability to collaborate with senior military and government counterparts.
• Hostage Incident Management Training, STOCC and SSAFE TOT would be an advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
