Senior Project Officer - IICA-3 (ICS-11)
Functional Responsibilities

Under the supervision of the Head of Projects, your duties and responsibilities will be to:
Stakeholder Management:
Establish solid working relationship within the Institutional Capacity Enhancement Team, the Directorate of Mine Action (DMA), Iraq Kurdish Mine Action Authority (IKMAA) and the Ministry of Health and Environment (MoHE) as well as other key stakeholders.
Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance).
Manage the information flows between the UNMAS Iraq Programme and the activities.
Delivery and Performance:
Develop and maintain work plan and reporting mechanism in close cooperation with the CE TL and Senior Gender Advisor.
Implement approved project plans (including the establishment of milestones) within tolerances set by UNMAS Iraq Programme.
Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into activity life cycle.
Manage capacity enhancement engagements, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
Liaise with contractors, grantees and UNMAS Iraq Management team, including UNMAS Iraq compliance officer.
Work closely with the CE TL and Budget Owner to authorize Work Packages.
Advise the CE TL and Senior Gender Advisor of any deviations from the plan.
Identify and manage risks so that maximum benefit to client and stakeholders is achieved.
Manage and review product quality to ensure qualitative, efficient and effective capacity enhancement initiatives.
Identify and report potential business opportunities for UNOPS to the CE TL and the UNMAS Iraq senior management. Contribute to proposal drafting in the field of capacity enhancement.
Identify and report threats to UNOPS internal business case to supervisor.
Manage, alongside the CE TL and Senior Gender Advisor, external consultants and project staff workflow and outputs.
Oversee the implementation substantively and financially of the institutional CE Team plans (including the establishment of milestones) within tolerances set by the UNMAS Iraq Senior Management.
Support and implement the development of methodological materials and training packages, including ensuring quality of the packages designed.
Organize and participate in working groups, meetings, conferences, consultations, workshops and training programmes with other agencies and partners on gender-responsive EHM issues in accordance with the Institutional Capacity Enhancement objectives.
Lead the development of evaluation and monitoring systems for the Institutional Capacity Enhancement Project and manage several processes to support evaluation planning and to improve the quality of evaluation. The SPO participates in strategic monitoring, evaluation, and reporting processes including the on-going capacity enhancement activities.
Develop planning and implementing training plans and initiatives for the Ministry of Interior (MoI), DMA, IKMAA, Joint Coordination Monitoring Cell (JCMC) and other relevant stakeholders.
Procedures:
Follow the Project Management Cycle Instructions and ensure that all organizational policy is complied with (Organizational Directives and Administrative Instructions).
Prepare/adapt the following plans for approval by the Project Board: I. Project Initiation Documentation; II. Stage/Exception Plans and relevant Product Descriptions
Prepare the following reports:
Highlight Reports
End Stage Reports
Operational Closure Checklist
End Project Report
Handover Report
Maintain the following: i. Electronic Blue File; ii. Procurement, HR and Finance files as required by those practices as per OD12.
Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR).
Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
Understand and manage UNOPS overheads, allocable charges, and related corporate charges as they apply to the project.
Understand the unique structures of the UN and budget appropriately for personnel
Manage and remain accountable for expenditures against the budget (based on accurate financial reports).
Monitor and instruct/request others to carry out the relevant commitments and disbursements.
Prepare periodic substantive and financial reports for implementing partners against donor contributions, projects and activities.
Liaise with the Programme and Support Services Departments for the production of such reports.
Contribute to additional Capacity Enhancement reporting obligations, documentation of good practices, and related submissions.
Maintain required Institutional CE files.
Knowledge Management:
Participate in the relevant Communities of Practice.
Actively interact with Team leads, Senior Gender Advisor, and the PM community to share case studies, lessons learned and best practice on the Knowledge System.
Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.
Complete lessons learned as per reporting format
Incorporate lessons learned from others as per planning format
Education/Experience/Language Requirements
Education
Advanced University degree (Master degree or equivalent) in project management, business administration, international relations, political science, development studies, or relevant field with 7 years of relevant experience; OR
First-level University degree (Bachelor degree or equivalent) in project management, business administration, international relations, political science, development studies, or relevant field with 9 years of relevant experience.
Experience
Relevant experience is defined as experience in project management or project development and implementation.
A minimum of three years experience in conflict or post-conflict environments with international organizations or government entities is required.
Experience in gender mainstreaming is desired.
Experience working with government counterparts and civil society, specifically on the gender and diversity dimension is desired
Language
Fluency in English (speak, read, and write) is required.
Fluency in Arabic (speak, read, and write) is desired.
