Job description

Minimising security risks to our staff is the highest priority. In order to achieve this, GIZ implements in its partner countries, in particular in countries with high security risks, professional security risk management systems. Security Risk Managers (m/f/d) contribute to the safety and security of our staff and operations and thereby support the successful implementation of development programmes and cooperation.

Your tasks

Maintain and further develop a professional Security Risk Management (SRM) system in order to adapt it to the local/regional context.

Continuous analysing the security situation at the location/region in general and at project implementation sites in particular

Collecting and evaluating relevant information on the security situation and transfer results to the context of development cooperation

Developing security, conflict and actor analyses, regular situation reports, district profiles and further research documents, in particular incident reports

Responsibility for all aspects of everyday SRM operations in a volatile security environment, including potential emergency and evacuation scenarios

Maintaining liaison to multiple actors such as local and national authorities as well as international government and non-government organizations

Informing employees about changes in the security situation and implement directives and mitigation measures for the protection of staff; in case of emergency supporting the Country Director in crisis management

Advice regarding the security of GIZ infrastructure

Your profile
Several years of professional experience in SRM in the context of development or humanitarian work in conflict/crisis/fragile environments and profound experience in developing and implementing concepts for managing security risks in this context is essential
Strong understanding of Provincial Risk Management Office (PRMO) structures in Afghanistan and GIZ standards for risk management, risk mitigation measures and methods with several years of experience related to GIZ in Kabul, Afghanistan is a must
Kabul specific experience in the fields of Security, International Governmental Organisations (IGO) and International Military Forces (IMF) liaison, strong links to both the private, development, and public sectors is indispensable as this role requires continuous and confidential information sharing with the multiple organisations within Kabul
Bringing one’s own network of connections from the full spectrum of organisations operating in Kabul is essential for this role
A military or police background is neither necessary nor sufficient but might be considered if in combination with relevant work experience in the field of security risk management
Sound knowledge of the main actors and processes within the German development Development cooperation, especially in fragile and/or violent contexts
Sound analytical skills combined with the ability to present complex information in an easily digestible way as well as working in a systematic and independent manner with little guidance; ability to take decisions and ensure their implementation under pressure or in critical situations
Excellent communication and advisory skills to convince internal and external stakeholders of the importance of security risk management in the work context.
Fluency in English; German and Dari would be an asset
