Description:
Reporting to the Uganda country manager but with strong functional links with South Sudan Country Director and in collaboration with HQ services, the Logistics & Security Advisor South Sudan and Uganda (LSA SSU) ensures the efficient supervision of logistical resources for the Uganda mission and the efficient management of security for South Sudan mission. S/he is the point person for Uganda country manager and South Sudan country director and as such informs him/her of any problems and suggests solutions within his/her scope of responsibility. S/he contributes actively in the phased reorganisation of HI in the field as part of the ROOTS project. S/he is a key player in the rollout and implementation of HI’s logistics and security standards, consisting in a reworking of the positioning of logistics and security at HI and the assertion of the principle of the professional channel.
As regards to the security component, his/her role is also to provide support and recommendations to the HI missions, with a focus on South Sudan, in the development of operational, humanitarian access, safety and security analysis, tools and mechanisms related to contextual evolutions. S/he has to ensure and strengthen the HI security risk management, risk understanding, monitor the implementation of risk and vulnerability assessments, support the designing relevant security tools, provide recommendations, monitor security rules/procedures, and to conduct training of staff on the field when required.
Responsibilities:
Strategy and steering
Steers logistics and security strategy and functioning through the active promotion of HI’s institutional policy and the optimisation of our resources
Standards and Accountability
Ensures respect and application of HI standards for the whole of his/her professional sector, with regard to policy, processes and tools
Operational security management
Gain a thorough understanding on security issues in the region and develop an effective and efficient security related information collection
Professional channel development
Leads the professional development of the logistics sector within his/her scope and helps to do so for the organisation as whole
Emergency preparedness and response
Is responsible for providing appropriate support to emergency responses occurring within his/her geographical scope
Representation and coordination
Represents HI in bilateral meeting with humanitarian actors and with local actors when requested by the Program Director
Training and Management
Assumes the role and stance of manager with regard to his/her staff
PROFIL:
Qualification(s):
Master Degree in administration, management
Dedicated school, institute for logistic and/or security
Experience(s):
At least 4 years experience in logistics and security management in humanitarian settings
Previous experience with HI would be appreciated
Skills :
Practice of logistics professions in a humanitarian environment
Team leading and mobilisation
Capacity building skills
Considerable and string security planning and implementation work experience gained in the context or field relief operations in insecure areas
Substantial experience of working in conflict-affected areas and of associated risks to personal and organizational security
Security management in East Africa would be an asset
Experience of training of trainers appreciated
