Introduction
The ILO office in Haiti is responsible for implementing the Decent Work Country Programme (DWCP) agreed upon by all ILO partners (Government, Employers and Workers) in 2015. This DWCP will be implemented until 2020.

To implement this DWCP, the ILO Office in Haiti is implementing various activities and projects:

On priority 1, the ILO is reinforcing the capacity of the Ministry of Social Affairs and Labour (MAST) to comply with its reporting on the conventions (25)

1° Better Work: this project is implemented since 2009 in Haiti and represents today 53,000 jobs (1/8 of formal jobs in Haiti) and USD 1 billion worth exports (90% of national export).

2° Fight against domestic child labour: 400.000 children are reported to work as domestics, among which 207,000 experience unacceptable forms of child labour.

3° Vocational Training for Rural Development (FOPRODER)

4° Non-discrimination of HIV/AIDS affected workers in the workplace

On priority 3, the ILO has undertaken an audit on the functioning of social security institutions in Haiti and is collaborating with WFP.

On priority 4, the ILO is supporting its tripartite constituents through the Better Work project and through the reinforcement of its tripartite bodies.

All this work is taking place in a quite difficult context of insecurity caused by the worsening of the economic and social situation of the country and the high level of political corruption that has pushed thousands of people in the street demonstrating, sometimes violently to request the resignation of high-level officials.

To adapt to this difficult situation and to be able to continue to implement its projects activity in an effective manner, the ILO Office in Haiti is recruiting a national Security Officer.  

         

Description of Duties
To enable effective programme planning, implementation and delivery in accordance with UNSMS and ILO IGDS. Provide security related inputs to the ILO Haiti Business Continuity Plan;
Identify required safety and security resources, to ensure ILO Haiti personnel, facilities and programmes/projects are properly equipped with the necessary safety and security resources to operate.
Provide security briefing to ILO Haiti personnel, visiting ILO officials and EXCOLS, on security guidelines. Coordinate for the provision and documentation of all required safety and security training
Conduct and maintain professional liaison with UNDSS Haiti (Security Cell), UN AFPs, Host Nation Security, diplomatic mission counterparts, local leaders;
Develop and maintain required safety and security administration systems to ensure compliance with UNSMS and IGDS requirements.  
Ensure that ILO is completely integrated into the Country UN Security Emergency Communication System (ECS) in accordance with area SRMs;
Conduct Security Risk Management (SRM) in accordance with UNSMS Security Policy Manuals (SPM) in support of ILO programmes/projects in Haiti, recommend appropriate mitigation measures, and implement/monitor such measures;
Manage all aspects of ILO premises safety and security in accordance with UNSMS and IGDS.  Represent ILO interests at common premises security working groups, and advise ILO SC of working group decisions.
Perform other safety and security duties assigned by the Supervisor


Education
First level university Degree preferably in social sciences, management, or a related security field.  Formal multi-year education in Security Management, such as military or police, Junior Command and Staff College (minimum 9 months full time) qualification with command experience and/or formal training in security risk management (SCP certified or at least LSA certified) would be a strong advantage.

Experience
At least one year of relevant security and development related experience. Previous experience of working in a conflict/post-conflict or crisis environment is an asset. Previous experience of working in a conflict/post-conflict or crisis environment and previous experience of working in the United Nations Security Management System would be strong advantages.

Languages
Excellent command of French and Haiti Creole. Knowledge of  english or spanish will be an asset.

Technical competencies

The incumbent is expected to have the ability to function effectively in crisis and stressful circumstances; display a good understanding of the UNSMS and SRM process; ability to plan, prioritize and deliver variety of tasks on time; ability to work on own initiative as well as a member of a team; ability to communicate professionally and effectively both orally and in writing; ability to deal with people with tact and diplomacy; effective knowledge of Microsoft Office programmes. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
