Tetra Tech International Development Services is currently accepting expressions of interest from qualified Logistics Advisor candidates for the Criminal Justice Program Support program. The position will be based in Liberia.
A Logistics Advisor will support, assist, and advise INL in its efforts to develop the Liberian National Police (LNP) in Liberia or other assigned agencies. In particular, the Logistics Advisor will be co-located within the LNP’s National Police Training Academy (NPTA) (but may be reassigned as needed) in order to provide full-time mentorship to all of the LNP or other civilian security services on logistics matters. The Logistics Advisor should coordinate and collaborate with other U.S.-funded or international advisors as needed. The Logistics Advisor shall communicate regularly with the INL Director in Monrovia and coordinate efforts with the CO and/or COR, in order to make certain such effort remains within policy objectives as determined by the U.S. Ambassador to Liberia.
The Logistics Advisor may work in Monrovia or in other parts of Liberia.
Duties shall include the following:
* Assist/mentor the LNP and NPTA (or other agencies as assigned) logistics staff in developing procedures, logistics and procurement policies, guidelines, regulations, policies, directives, and plans to facilitate sustainable NPTA operations;
* Provide assistance in updating the SOPs to reflect best practices and enhance efficiency and accountability;
* Assist/mentor LNP and NPTA (or other agencies as assigned) staff to develop effective methods of accountability, security, and maintenance of NPTA assets;
* Assist/mentor LNP and NPTA (or other agencies as assigned) staff to institutionalize an effective, sustainable inventory control and management system; and complete 100% inventory of NPTA (or other agencies as assigned) assets;
* Assist/mentor LNP and NPTA (or other agencies as assigned) staff to schedule and prioritize logistics tasks including subcontractor management, deliveries, and customs clearance;
* Assist/mentor LNP and NPTA (or other agencies as assigned) staff to develop requirements-based budgets that will enable the NPTA (or other agencies as assigned) to justify future resources in order to sustain training support;
* Mentor and advise the LNP Chief of Logistics (or other agency officials as assigned) on implementing and managing protocols;
* Review and develop a sustainable budget for the NPTA and LNP (or other agencies as assigned);
* Create a new inventory management system to keep track of all items (including those issues out to personnel) at the NPTA and LNP Headquarters (or other agencies as assigned);
Additional Duties:
* Communicates regularly with INL Monrovia to insure proper accountability and information flow is maintained
* Ensures all required reports and correspondence are submitted.
* Schedules, hosts, and/or attends meetings and working groups required.
Qualifications
Required Qualifications:
* U.S. Citizen or Third Country National;
* Ability to possess/maintain MRPT certification;
* A Bachelor Degree in logistics, business, accounting, or related field from an accredited college or university;
* Minimum two years of experience in a developing country environment;
* Possess demonstrated knowledge of the principles and methodologies of logistical support, and associated standardized business processes including project assessment and evaluation;
* Possess the ability to assist, motivate, and train counterparts in the development of standardized policies and pro-grams within the Liberian National Police Force;
* Expert knowledge of FAR/DFAR clauses for movement of US Government cargo to include compliance with the US Cargo Preference;
* Experience with import and export of goods to and from the United States;
* Supervisory experience including coaching, training and motivating a team;
* Proven ability to analyze complex transportation issues, prioritize workload, train all level of personnel, manage multiple teams, monitor performance and create effective reports on related activities;
* Ability to build and maintain key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable project implementation;
* Must be able to communicate in English with accuracy and fluency in order to participate fully and effectively in conversations on a variety of topics in formal and informal settings from both concrete and abstract perspectives;
* Must be able to discuss their interests and special fields of competence, explain complex matters in detail, and provide lengthy and coherent narrations, all with ease, fluency, and accuracy. If a verification of English competency is requested by INL, candidates must receive a superior level rating from the American Council on the Teaching of Foreign Languages (ACTFL);
* A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and Power-Point;
* In possession of a current and valid driving license for at least one year;
* Must satisfy the requirements for Specialist Advisor III.
Desired Qualifications:
* Master’s degree in logistics or a related field;
* Knowledge of U.S. contracting practices and experience in contract oversight;
* Experience working or coordinating with U.S. agencies;
* Experience working in Liberia with Government of Liberia agencies.
