Purpose and course outline
In partnership with the Canadian Red Cross, Danish Red Cross, and German Red Cross, is seeking a humanitarian security training consultant to lead on the development of a Security Management training.
The aim of the course is: To equip participants to implement, manage and maintain field safety and security requirements.
The objectives of the course are that by the end of the course participants will be able to:
Explain the Movement approach to security and duty of care
Monitor and evaluate the security environment
Write, appraise and revise operational risk assessments
Demonstrate operational security management including: writing security plans, regulations and incident management
Demonstrate effective security decision-making and stakeholder engagement
The target audience for the course are staff with responsibility for security management including: Country Managers; Global Surge Managers; Headquarter Management and Leadership.
Scope and deliverables
A course overview has been developed, including session level learning objectives and an outline of the simulation exercise. The consultant will be required to work from this document and provide the following deliverables:
Development of a full package of Security Management course materials including:
o Detailed session plans
o Session resources including PowerPoints, handouts, exercises and bibliography
o Full simulation materials including facilitator notes and all participant resources
o Participant course workbook
Co-facilitation of the pilot training in Switzerland/Germany or UK in November 2019 (exact dates and location tbc)
Post-pilot finalisation of training package through incorporation of identified amendments.
The work is to be completed between July and December 2019.
Key contacts
The consultant will be managed by the International L&D Manager at the organization , who will be the focal point for the contract. In addition, the Security Management Training Working Group will review and provide feedback at key points in the development process, and will be engaged in the delivery and evaluation of the pilot course. This Working Group comprises:

Initial call with working group
Identify appropriate methodologies for each session
Identify key learning points for each session
The Working Group will review outputs at this stage. Feedback will be provided to the consultant by the L&D Manager, if necessary, to clarify any required amendments.
Stage 2
Develop draft session materials for each session including:
Session Plan
Drafts of PowerPoint (if required)
Draft versions of workbook pages
Draft versions of any resources required for activities and exercises
Bibliography and resource materials for use in training, and/or for sharing with participants post-course
Develop draft simulation timeline and key injects with associated key learning points
Updated agenda with session timingsThe Working Group will review outputs at this stage. Feedback will be provided to the consultant by the L&D Manager, if necessary, to clarify any required amendments.
Stage 3
Develop full session materials including:
Session Plan
PowerPoint (if required)
Workbook pages
Activity/exercise resources and handouts
Bibliography and resource materials for use in training, and/or for sharing with participants post course
Develop full simulation materials including:
Finalised timeline
Detailed injects
Briefing documents including role/organisational profiles, SitReps, maps
Background reading, as required
Actor profiles
Detailed facilitator guide including Directing Staff briefing notes
Finalise course overview including:

Materials and resources checklistThe Working Group will review outputs at this stage. Feedback will be provided to the consultant by the L&D Manager, if necessary, for last-minute amendments, followed by sign off of materials for pilot course.
Stage 4 (November 2019, specific dates tbc)
Facilitate 2-day pre-course workshop with co-facilitators
Facilitate specific sessions, as agreed
Participate in daily trainer debriefs
Contribute to end of course review and evaluation processes (wherein required post-pilot updates will be identified)Stage 5 (December 2019)
Carry out post-pilot updates to course and simulation materials, as required
Final check of updates followed by sign off of materials and closure of contract
Payment schedule
The duration of the consultancy will be 22 days, over the period 15 July to 15 December 2019.
14 days will be paid upon sign off of pilot version course materials.
The remaining 8 days will be paid upon sign off of post-pilot updates.
Expenses associated with attendance at the pilot training (and not covered directly by the organization ) will be reimbursed upon submission of receipts and in line with BRC’s expense policy, following the course.
Intellectual Property Rights
“Intellectual Property Rights” refers to any patent, copyright, design right, community design right, registered design, rights in know-how, or any similar right in any part of the world and shall include any applications for the registration of any patents or registered designs or similar rights capable of registration in any part of the world.
(a) All Intellectual Property Rights whatsoever in any work produced by the Contractor and/or the Individuals for organization shall belong to the organization absolutely and the Contractor hereby waives and shall procure that the Individuals (or any individuals it uses in any capacity to provide or assist in providing the Services) waives any moral rights or any other rights whatsoever which it may have in such work and will, at the expense of British Red Cross, take or join in taking such steps to vest such rights in British Red Cross or enforce the same on behalf of British Red Cross as British Red Cross shall require.
(b) The Contractor shall indemnify the organization (as appropriate) against any costs claims demands expenses or liabilities arising from a claim brought against organization by a third party alleging infringement of its intellectual property rights arising from use of organization of the Services provided by the Contractor.

Direct, recent experience of humanitarian security management
Strong knowledge and understanding of the organization
Understanding of adult learning theory
Demonstrated expertise in development of participatory training materials and classroom simulations
Strong facilitation skills and experience
