Reports to: Deputy Program Manager – Security (DPM-S)

PAE is currently seeking a qualified candidate to serve as the Static Security Manager on a security, operations and maintenance, and life support services contract in Kabul, Afghanistan. This individual will report to the DPM-S. S/he will be responsible for the day-to-day static security operations for all programs under this contract. The incumbent will be required to possess expertise in both mobile and static security. Potential applicants must be willing to live and work in Kabul, Afghanistan for the period of performance. The duties and responsibilities listed herein are representative of the nature and level of work assigned and are not necessarily all inclusive.

Duties:
Ensure compliance with U.S. federal and host national laws and regulations.
Coordinate with Contracting Officer Representative (COR) on changes in security posture and questions with movement requests.
Prepare daily, weekly, and monthly reports to be submitted to the COR, Program Office, and INL/Kabul.
Effectively manage security subcontractor across multiple sites, ensuring compliance with the subcontractor, PAE policy, the overarching contract and U.S. Government (USG) policies and regulations.
Supervise day-to-day operations by assigning tasks, coordinating schedules, mitigating risk, monitoring performance and ensuring quality results.
Recommend, develop, implement, establish and enforce procedures and programs to increase efficiency and improve cost effectiveness to the program.
Develop, implement, and enforce corporate policies, processes and Standard Operating Procedures (SOPs) to facilitate consistent, coordinated, and timely operations.
Coordinate with management, subcontracts, and quality assurance personnel to ensure oversight, corrective action, and safety as it relates to subcontract performance and subcontract staff.
Support accountability for property audits to ensure that government property is properly identified and tracked from acquisition to disposition IAW PAE policy.
Establishes milestones and monitor adherence to master plans and schedules.
Identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
Prepare project specific plans, monitor subcontract progress and quality, and lead the implementation of all formal policies and procedures governing site operations.
Schedule, host, and/or attend meetings and working groups as required.
Develop strategic and tactical plans for the efficient operation the team.

Qualifications:
Ability to communicate clearly and manage diverse team effectively, including the ability to instill confidence and generate commitment from personnel during high stress events.
Ability to comprehend intelligence reports develop standard operating procedures, and write clear, concise reports for analysis, assessments, regular reporting and for serious incidents
Ability to integrate as an active and functioning member of a team.
Ability to manage workloads effectively and prioritize tasks based on considerations of safety and mission importance
Demonstrated ability to develop solutions to complex problems that require a high degree of initiative, ingenuity, logic, and/or creativity
Experience in customer facing positions, emphasis on experience with U.S. Government clients
Must be able to work effectively under stress and pressure
Must have good relationship with subordinates, co-workers, supervisors, and staff working in other departments and on other programs
Proficient computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)
Regional experience/experience managing subcontractors in a threat environment
Regional experience/experience working in an austere setting highly preferred
Strong candidates will have demonstrated experience working in a culturally diverse workforce

Required:
Education: Bachelor’s degree in related field of study.
Experience: A minimum of seven (7) years of military, security, or law enforcement experience with senior level management exposure to strategic planning, project and budget management. Ability to supervise others and handle emergencies quickly. Knowledge of Afghanistan safety and security practices. Excellent interpersonal skills and ability to establish and maintain positive working relations in a multi-cultural, multi-ethnic environment
SecurityVetting: Must hold or be able to successfully obtain a TS (SCI) clearance and maintain eligibility at the required security level for the duration of the contract.
LanguageSkills: Must be able to communicate effectively in English, both orally and in writing, with all levels of employees and vendors.
Citizenship: U.S. Citizenship is NOT required for this position.
Medical: Favorable passage of a drug screen and physical examination.
