Job Description (Roles and Responsibilities)
To ensure a safe and secure environment for all staff at the British Embassy Bangkok and to supervise elements of the Protocol team of the Corporate Services Section. Manage Mission wide H&S and Fire Safety.
Roles and responsibilities:
Security 60%
Work closely with the Regional Overseas Security Manager (ROSM) on all aspects of security policy within the Embassy. Act as back-up when ROSM is out of Thailand.
Conduct regular inspections of Embassy compound and outsourced guard force, including facilitating any arrangements needed to maintain or improve standards of security.
Oversight of physical and technical security measures in the Embassy compound and UK based
accommodation, including liaison with the outsourced Facilities Management provider.
Management of the Embassy communications, including VHF radio and SMS alert systems.
Lead on arranging security clearances for new members of local staff/contractors with follow-up of efficient issuing of security passes, conducting of security briefings to all staff and authorising IT access within agreed timeframes.
Regular liaison with the Royal Thai Police at a senior level and other friendly missions, including in facilitating arrangements for VIP and VVIP visits.
Direct supervision of Embassy Protocol liaison officer in the Corporate Services team, including police support arrangements and VIP arrivals management for the Embassy.
Provide support to the wider Embassy in the event of a crisis.
Organise annual driver training and assessment of driver capability.
H&S and Fire Safety Manager 40%
Formal Health & Safety obligation as Embassy H&S Coordinator, including chairing the H&S Committee on behalf of the Ambassador. Acting as the day-to-day point of contact with the outsourced Facilities Management Company on H&S issues.
Lead on H&S inductions for all new staff.
Provide advice to senior management and lead on training and practice for Health and Safety, Fire and First Aid for the Embassy, including formal and dynamic risk assessments for the workplace and major events.
Coordinate DSE assessments, train Fire Wardens and conduct evacuations and fire/bomb/incident drills.
Required to report all accidents, incidents and near misses to FCO London, and ensure investigations are carried out where necessary.
Personally manage all first aid requirements including servicing equipment and instructions.
Conduct conflict management awareness training for outsourced security provider & consular staff.
Act as the Mission Fire Safety Manager.
Co-ordinate with TWS and with ISS Manager the servicing of all fire safety equipment.
Conduct Fire safety training to all staff
Manage the fire Warden Network including all training and supervision during Fire training and events.
Essential qualifications, skills and experience
Native speaker English, some understanding of Thai is useful.
Security/Military/Police background with a focus on force protection or protective security practices.
Risk measurement and management.
Strong communication skills.
Experience in personnel selection, training and security clearance.
Working within a large international organisation with evidence of management of a team.
Due to the security clearance level required for this position, this vacancy is open to Nationals from UK who have spent at least 2 years out of the last 5 years in the UK or have Diplomatic status in Thailand, and other nationals from EU countries, the USA, Canada, New Zealand or Australia.
Desirable qualifications, skills and experience
Formal ASIS/SIA/Military/UK Police CT and academic security management qualifications.
H&S/Fire Safety experiences and/or training
Full drivers licence
