BACKGROUND

This position is located in the Office of the Representative of High Commissioner for Human Rights in Liberia. Incumbent reports administratively to the Deputy Chief who is the supervisor.

DUTIES AND RESPONSIBILITIES


Within delegated authority, the Security Captain may be responsible for the following duties: (These duties are generic and may not be performed by all Security Captains.)
Manages the security responsibilities under his/her command; issues assignment orders, including redeployments, in accordance with operational requirements.
Recommends and advises on matters concerning the organization and management of the activities of his/her assigned responsibilities.
Ensures that all posts are properly and effectively supervised.

Assures the availability of all relevant resources to carry out duties and responsibilities.
Supervises preparation of all incident and administrative reports, confirming their accuracy and ensuring their prompt dispatch through the chain of command.
Reviews security arrangements and staffing resources on a continuous basis and makes recommendations to the Deputy or the Chief of Office for improvements in the procedures or more effective deployment of staff.
Assumes command of emergency or heightened security situations until properly relieved. Performs all other related duties as required.
Ensures that first-line supervisors make frequent patrols to all static and mobile posts to observe work performance and to further brief officers on duty.
Receives reports of complaints, accidents and unusual incidents occurring in the area of command and personally conducts investigations of all serious accidents, crimes and property losses in the area of operations; reports all pertinent data for complete investigation by the Special Services Unit and/or Office of the Chief of Service.
Performs other related tasks as assigned.
Work implies frequent interaction with the following:

Other Security personnel both in the United Nations and country Medical Service,
Senior officers and technical staff in relevant Secretariat units and other UN specialized agencies.
Members of delegations, accredited personnel such as media and NGO representatives, visitors,representatives and officials in national governments, international organizations, consultants.
Other Requirements:
Must be mentally and physically fit.  All duties are performed in uniform; however, at times the officer may be required to perform duties in civilian clothes. Duties may require long periods of standing. The officer is required to obtain and maintain appropriate licenses,
including vehicle operator licenses.

Results Expected:

Develops, implements, maintains and practices security and emergency plans and procedures; and ensures that these services are managed well.  Ensures that staff, vehicles, equipment, documents and grounds within assigned area are well protected and that staff and visitors' inquiries are adequately addressed and persons seeking unauthorized entry to area are re-directed or detained.  Ensures that security staff is well trained to perform their duties.

REQUIRED SKILLS AND EXPERIENCE

Minimum Qualifications:

Education:
High school diploma or equivalent. Additional security or military training is required. Must have passed the United Nations Security Officer Test (SOT).

Experience:
6 years of experience in all areas of the security operation within the UN Security Service, including investigation, physical security, personal protection, strategic and operational planning, fire prevention and suppression, emergency medical and hazardous material response, video imaging badge systems and methods of instruction or related area.

Language:  
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Other desirable skills:
Knowledge of HF and VHF radio operation, knowledge of host country safety issues; experience in diplomatic security, protection and intelligence considered an asset.
