Description
SAIC is seeking a candidate to assume the role of Embedded Police Advisor for our Security Ministries of Afghanistan Advisory Program (SMAAP) proposed contract. Duties include but are not limited to the following:
Conduct all training and mentoring operations in support of the ANP. Mentor/Advisor will live, sleep, and eat with the units assigned.
Be under the operational control of and integrate with the coalition military component and security forces that comprise the Police Mentoring Teams (PMT) or Security Force Assistance Advisory Teams (SFA-AT).
Embedded police mentors (EPMs) should be capable of transitioning between regional, provincial, or district level as mission changes.
Assist the fielded ANP forces, which does not include training courses managed by MOI Afghan National Police Training General Command (ANPTGC) at regional training centers.
Mentor the ANP in all areas of civilian policing at the direction and leadership of the unit they are assigned to in the areas of:
Afghan ethics, values, and breaking the chain of corruption in order to strengthen community policing
Community policing and relations.
Survival, population security, and force protection in a dynamic COIN environment.
MoI Logistics policies with the MoI Form 14 and Form 9 process.
Processing and submitting accurate reporting.
Property book accountability.
Logistical training and support.
Logistics and property book accountability of equipment and ensure to a 100% level of accuracy.
Use of HF and UHF communications.
Planning, Executing, and tracking regional operations in order to submit timely reports and plans to the OCC-R to feed.
Use of intelligence within operations planning and execution.
Regional logistics status and logistics actions within the region.
Personnel status and reporting and assignment of Officers, NCOs, and Patrolmen within the region.
Personnel vetting processes in place in accordance with MoI.
Development and implementation of training plans, yearly training calendar maintained.
Qualifications
Bachelor's degree or higher in a field related to the specific advisory position from an accredited institution of higher education; or 6 years position-related experience PLUS a bachelor's degree in any field.
At least 7 years of work experience in the subject matter area as either a military police officer, or a senior Non‐ Commissioned Officer, or Civilian Police operations and management.
Experience in advise and train others in principles of police staff functions
Valid US driver’s license and capable of operating a standard transmission vehicle.
No revocation of a State license or certification while serving in law enforcement.
Excellent health and ability to pass a law enforcement physical, physical agility evaluation, and psychological evaluation.
United States citizen.
Excellent written and verbal communication skills.
Interpersonal communication, influence, and interaction skills that are effective in a complex strategic environment.
Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment.
Possess a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E‐mail clients & web browsers, and web content management.
Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel).
Must be able to pass CENTCOM medical, dental and other CRC-related deployment requirements from CRC at Ft. Bliss, TX.
Must continue to maintain CENTCOM Mod 13 and other deployment-related requirements for the Afghanistan theater of operations
Must be in possession of a current/active US tourist Passport with at least 6 months of remaining eligibility
Must be able to receive and maintain a current/active Afghanistan visa
Must be in possession of and maintain an appropriate-level current/active security clearance with eligibility to receive/maintain a NATO clearance for the duration of the deployment
Must be willing to work and live in austere and hostile environments in Afghanistan, and understanding of the possibility to be further assigned to any location in Afghanistan, as allowed by the contract
Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment, as required. Force protection will be provided by authorized sources.
Must comply with all theater command policies, regulations, and General Orders.
Desired Qualifications
Military Police 0-4/E-8 or above with experience training allied nations in policing at a LE training center.
Sworn police officer at the rank of Sergeant or above
State or federal agent
At least 12 months in TAA position in any theater.
