Role description
Main responsibilities
Mission
Act as an operational adviser for the delegation(s), tasked with supporting the development and implementation of engagement strategies with militaries and non-state armed groups to promote and influence legally compliant operations, whilst facilitating ICRC’s access and security. Specifically:
Enhance understanding of the ICRC's role and operations among military forces and non-state armed groups (NSAGs), in order to further the ICRC's acceptance, security and access;
Protect and assist victims of armed conflict through practitioner dialogue with militaries and NSAG on legally compliant conduct of operations, designing and delivering Law of Armed Conflict programs adapted to the operational context and supporting the protection dialogue of the delegation.
Enhance operational compliance by supporting efforts of militaries and NSAG to integrate the law of armed conflict and other relevant norms and standards into their doctrine, education and training, and to adopt sanctions in the event of violations.
Facilitate the delegation(s) understanding of the military and non-state armed groups, including through mapping and stakeholder analysis, as well as its networking with key individuals at different levels
Responsibilities
By working closely with Delegation management and transversally with the Delegation’s Protection, Legal and Prevention teams, contribute to the definition of the delegation’s strategy and its implementation in respect of militaries and NSAG.
Engage in operational and thematic issues pertaining to dialogue with militaries and NSAG, and advise on the humanitarian implications of alleged Law of Armed Conflict violations.
Provides technical advice on the humanitarian implications of the conduct of hostilities and its evolution.
Provides technical analysis of conflict/violence dynamics and advises and supports delegations on dialogue with arms carriers
Provides country analysis of military and NSAG respect for humanitarian principles regarding the conduct of operations in relation to the ICRC Operations in the country.
Maintains and develops a network of contacts, ensuring substantive engagement with the military command structures and institutions (National and Regional), and supporting the ICRC’s wider humanitarian diplomacy effort.
On request and where applicable, supports wider efforts to integrate law of armed conflict and application of international rules and standards into policing doctrine, training and relevant aspects of operations.

Strongly motivated by humanitarian work
Able to work under pressure in a potentially dangerous environment
Former mid to senior level military officer with minimum rank of Major and 15 years of professional experience.
Strong operational experience covering planning and conduct of military operations, preferably at joint level.
A minimum of 1 year deployed on operations in conflict areas, with more extensive operational experience considered an advantage.
Previous experience in an operational or strategic level HQ, or as a Defence Attache is an advantage.
Military Staff College diploma is an advantage
FLUENT in English and FLUENT in another second language such as French or Spanish or Russian or Arabic is mandatory.
Available for a period of minimum 2 years (renewable) for a mission in the field
Ideal age: 40 to 55 years
Skills
Capacity to conceptualise, and proven analytical skills spanning complex, contemporary tactical environments to strategic level
Capacity and willingness to work with all arms carriers in the contemporary operating environment
Demonstrable understanding of the nature of both contemporary and future conflict, and the implications for humanitarian actions
Knowledge and practical experience of the integration of Law of Armed Conflict into the planning and conduct of operations.
Ability to communicate concisely and fluently, both orally and in writing, and including production of analytical papers
Excellent people skills, proven capacity to integrate within a team and adapt to new settings, combined with good networking skills and the ability to engage interlocutors from tactical to strategic level
Charismatic speaker and confident instructor, with strong presentation and power point skills
