Advisor, C-IED Directorate Exploitation Mentor

Job Description:

The U.S. Government (USG) Combined Security Transition Command – Afghanistan (CSTC-A) has a requirement for continued in-depth functional and programmatic contractor support to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghanistan Security Institutions (ASI). This position will be based in Kabul, Afghanistan. The Advisor, Counter Improvised Explosives Defeat (C-IED) Directorate Exploitation Mentor acts as a liaison between the Coalition's Resolute Support Mission Counter Improvised Threat Defeat (RSM/C-ITD) Directorate and the ANDSF at the operational and tactical levels to assist with the development of an enduring ANDSF capability to conduct C-ITD exploitation.

Required Hours:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training management and oversight up to 60 hours per week while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.



Responsibilities:
Travel to MoD Corps and MoI Zone locations within the CJOA-A, as directed, to develop level one exploitation field laboratories in accordance with the C-ITD Directorate's strategic plan.
Act as the lead advisor within a 2 person fly-away TAA team to conduct exploitation TAA for ANDSF organizations and provide additional situational awareness on ANDSF exploitation progress to the C- ITD Directorate Exploitation Chief.
TAA the ANDSF staff in the level 1 field exploitation laboratories to improve their processes, including triage, level 1 exploitation procedures, evidence, and chain of custody management.
TAA the ANDSF staff in the level 1 field exploitation laboratories to determine what evidence should be sent to the level 2 exploitation and forensic laboratories in Kabul and Herat.
Assist the ANDSF staff in the level 1 field laboratories to improve exploitation reporting and understand the importance of record keeping for future use, for example, C-ITD trend analysis.
Assist the ANDSF staff in the level 1 field laboratories to improve evidence transport procedures and tracking.
Assist with the development of sustainable procedures for the provision of exploitation consumables to the level 1 field exploitation laboratories and Explosive Ordnance Disposal (EOD) / Improvised Explosive Device Defeat (IEDD) teams for the ANDSF.
Encourage information sharing between ANDSF exploitation agencies and stakeholders. Advise on the communication of laboratory findings to intelligence and operations stakeholders for the ANDSF.
Emphasize evidence collection and reinforce instruction on appropriate collection procedures during sustainment training courses for the ANDSF.
Required Qualifications and Skills:
Bachelor’s degree or higher in a field related to the specific advisory position from an accredited institution of higher education; or, 4 years position-related experience PLUS a Bachelor’s degree in any field.
United States citizen with a US passport having at least 6 months of remaining eligibility
Must be able to obtain an Afghan Visa

Possess a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel).
Minimum of 5 years of EOD experience; graduate of NAVSCOLEOD or equivalent (military or law enforcement).
Weapons Technical Intelligence and exploitation laboratory experience.
Minimum of ten years' experience working within military organizations at the tactical and operational levels.
Experience in capability development at the institutional level is desirable.
Enthusiasm and desire to make a difference to the ANDSF exploitation system.
Physical Requirements/Working Environment:
Must be willing to deploy to and reside in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.
Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day, also must be able to routinely climb / descend stairs or rough terrain..
Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders. Must be able to read and interpret newspaper and typewritten print, and communicate by voice and detect sound by ear. Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region. Physical requirements include but not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
In country hires who have previously attended CRC may not have to attend CRC but must still meet all medical and other deployment requirements.
Must comply with drug testing/screening requirement every six months.

Desired Qualifications:
Familiar with relationships between Resolute Support, CSTC-A, and the ANDSF.
Prior experience with Defense Contracting, ITAR's, and Import/Export Regulations.
Current or prior working experience on this contract

Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied.
