Humanitarian Access and Security Manager - Mosul/ Iraq

Job Overview/Summary:

The Humanitarian Access & Security Manager (HASM) responsibility is to monitor the overall security situation, enforce security regulations and provide sound and timely advice to IRC Iraq staff and management in order to support the safe access and efficient delivery of program activities in the designated areas of operations in Ninawa governorate. The HASM will advise on and implement the IRC Security Management Plan for Iraq, under the supervision of Ninawa Field Coordinator with the technical support of the Humanitarian Access and Security Coordinator (HASC).

The HASM contributes in the analysis of accessibility in and within Ninawa Governorate in order to facilitate useful information for the planning of humanitarian intervention and IRC programming. The HASM supports the field coordinator in evaluating access constraints for the IRC intervention in Ninawa. The HASM will maintain, improve and expand principled humanitarian access to conflict-affected populations in area of responsibility through liaison, analysis, monitoring, reporting and training.

Major Responsibilities:

Networking, Liaison and Acceptance
Establish and maintain informal relations and a network of contacts in Ninawa Governorate, allowing the collection of information related with the humanitarian access in Ninawa, specifically in the areas of current or planned intervention.
Assist Field Coordinator in developing and updating list of contacts (formal/ informal) and create a stakeholders map per district.
Support the management to develop and implement community engagement strategies that promote acceptance and access.
Building Acceptance to empower and expand humanitarian programming.
Identify barriers to access and support field management to develop strategies to address identified barriers.

Access, Safety and Security Management Planning
Provide technical support to the HASC on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity;
Work with the Field Coordinator and HASC to develop, consolidate and implement operating procedures and contingency plans;
Conduct risk assessments of contracted and prospective offices and residences.
Evaluate, review and update the hibernation and evacuation plans for all IRC premises in Ninawa, and ensure that the practical preparations are in place and known to all staff involved;
Undertake continual assessments of equipment to ensure that minimal conditions for security are being met.
Conduct safety inspections such as; monthly fire extinguishers, smoke/fire detectors and inspection of IRC facilities as it pertains to health and safety.
Support Management in responding to access and security incidents.
Work closely with IRC teams to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately.
Conduct security risk assessments as required;
Conduct road assessments as required.
Develop and regularly update internal maps on safe and insecure areas.
Provide technical input and advice in assessments to consider new IRC programs in new geographic areas, and technical input in the writing of new program proposals as required.
Uphold the mission, values, and spirit of IRC.
Follow and enforce all IRC codes of conduct and policies (worldwide and in-country).
Report any violations to appropriate IRC authority, and participate in preventative initiatives.
Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings.
Perform other duties as requested by supervisor.

Monitoring, Analysis and Reporting
Closely monitor the security situation in Ninawa and submit daily/weekly contextual updates as needed to the Field Coordinator and the HASC;
Report immediately to the line manager and internal stakeholders any sudden changes on the access in the areas where IRC operates.
Provide comprehensive, neutral and non-partisan information on security risks, threats and incidents, and contribute to IRC’s periodic emergency trigger monitoring;
Coordinate regularly with the FC on Access, safety and security, and fulfill reporting requirements to the region.

Security Orientation and Training
Provide Security Briefing to all new staff and visitors.
Assist in designing and delivering the required trainings to field-based staff, ensuring that course content remains up-to-date, is adapted according to the target audience, and that refresher trainings are carried out for all staff in accordance with a pre-determined schedule.
Assist in providing regular trainings for IRC staff on security preparedness, prevention and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; and Communications.

Management
Direct management of the guards.

In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

Qualifications
Bachelor or Diploma degree or at least 5 years of relevant work experience
2 to 4 years of work experience in humanitarian access, safety & security or other related.
Proven ability to prioritize tasks and meet deadlines
Stable, moral and robust character and a good team-player
Excellent communication skills, calm, with a good sense of humor
Proven commitment to accountability practices with strong communication network in the province
Strong information technology and computer skills (Word, Excel, PowerPoint)
Fluent Arabic, and fluency in written and spoken English is preferred.
Training or experience in crisis management, preferable
Training in safety, fire and evacuation procedures, preferable
Training in safety and disaster management, preferable
