JOB INTRODUCTION:

Lead the AVSEC Programme in Iraq, acting as the senior G4S Manager responsible to the Managing Director (MD) of G4S Secure Solutions Iraq (SSI) for the delivery of programme objectives, within budget, and in accordance with recognised best practice.

Develop and maintain a strong working relationship with all stakeholders impacting on programme delivery, including Iraq Civil Aviation Authority (ICAA), Ministry of Transport (MoT), G4S Project Management Teams (PMT), supporting G4S SSI Senior Management Team (SMT), local partners, sub-contractors, Regional Government and Iraqi Security Forces.

Work with key SSI SMT functional leads to ensure current programme delivery and future programme growth is coordinated and meets client expectations in every regard. Work with the SSI HR Function to ensure International and Iraqi employee staffing remains appropriate and contractually compliant at all times.

Central focal point for SSI SMT and ICAA, externally for wider G4S Risk Management (RM) and G4S International Employment Services (IES).

Own the Quality Assurance and Information Management procedures as prescribed by ICAA and International Civil Aviation Organisation (ICAO) standards.

Conversant with and operate in accordance with G4S SSI and SSI AVSEC standard operating procedures (SOPs), National and International Standards as dictated by ICAA, ICAO and International Air Transportation Association (IATA).



ROLE RESPONSIBILITY:

Stabilise the existing project delivery and prepare to grow the programme
Advise the MD periodically on operational, technical and physical risks and issues occurring across AVSEC Projects
Management of AVSEC Project Managers ensuring compliance with all Government of Iraq (GoI) and ICAA specific policies and regulations
Management of engagement with Key GoI Stakeholders and build upon relationships at ICAA and other relevant bodies
Identify and address day-to-day issues with the potential to distract other members of the AVSEC Programme from the essential business focus
Be the Subject Matter Expert on AVSEC specific issues pertinent to Iraq and International travel
Design, plan and ensure the implementation of operational concepts and review existing practices and procedures to ensure optimisation between safe operations whilst maintaining the competitive focus of the business
Monitor and assist in the management of current locations with Project Managers, ensuring all work is conducted safely, in compliance with corporate directives and those of ICAA and ICOA
Ensure harmonisation of the G4S AVSEC SOPs with Corporate Directives, relevant contract requirements and directives issued by the Government of Iraq
Direct and delegate tasks and responsibilities to appropriate operations management personnel as required
Manage, develop and implement robust operational and administrative policies, systems and procedures, ensuring all personnel adhere to the processes in place
Direct, manage and police the Programme level reporting procedures
Direct and develop best practices and tools for project execution and management
Identify, investigate and resolve issues and conflicts within the operational aspects of contract delivery
Coach, mentor, motivate and supervise all aspects of the operational service delivery in a positive and productive manner to ensure recognition of accountability and responsibility
Maintain discipline and standards across the AVSEC Programme in cooperation with the Country HR Manager
Ensure compliance with the Staff Handbook and other IES requirements
Ensure reporting integrity and the maintenance of company standards and values



THE IDEAL CANDIDATE:

Educational Requirements / Qualifications:

Degree (or equivalent professional qualification) in a relevant discipline (Programme Management/Business Management/Security Management)
Commercial qualification in business-specific discipline (AVSEC Management/ICAO)
IT literate (high standard) in MS Word, Excel and PowerPoint

Experience:

Over five years’ senior management experience in delivering and developing a large business programme
Experience of working in an AVSEC environment
Experience of working within a hostile and low infrastructure environment
Knowledge of ICAO standards, notably Document 8973 and Annex 17 Skills, abilities & personal qualities
Ability to provide the best internal and external client relationship service while establishing longlasting relationships based on trust, credibility and delivery
Strong interpersonal skills
Ability to communicate positive or negative messages tactfully and intelligently in various situations.
