Job Description:

The U.S. Government (USG) Combined Security Transition Command – Afghanistan (CSTC-A) has a requirement for continued in-depth functional and programmatic contractor support to advise, teach, and mentor the Afghanistan National Defense and Security Forces (ANDSF) and Afghanistan Security Institutions (ASI). This position will be based in Kabul, Afghanistan. The Senior Advisor, Security Assistance provides high-level detailed analysis, assessment, and advice to ANDSF officials and the Director of the Advise and Assist Cells (AAC).

Required Hours:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training management and oversight up to 60 hours per week while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.



Responsibilities:
Conduct comprehensive research into relevant security assistance topic areas in order to identify existing shortfalls and gaps for the ANDSF.
Ensure regular interface using level I/II advisory duties with foreign defense and government organizations.
Provide written analysis on political, ethnic, religious, and tribal dynamics affecting the continued development and sustainability of the ASI/ANDSF.
Lead and/or participate in operational planning team (OPT) meetings and/or working groups focused on the continued development of the ASI and ANDSF.
Travel on short notice to various locations in Afghanistan to meet mission requirements.
Provide quick response advisory efforts in support of contingency planning and operations.
Conduct follow-up on recommendations until shortfalls and gaps have been mitigated and ANDSF long- term sustainability has been achieved.
Participate in after-action discussions and seminars.
Provide lessons learned to advisory personnel.
Develop and deliver analyses, findings, external briefings, meeting minutes, and interim status products as well as project technical reports to the Government as completed.
Prepare briefing reports and materials; and present them at designated client/user locations based on the task definition/approach.
Develop self-sustaining strategic assessments in order to help establish and refine ANDSF priorities towards building long-term sustainability in both the Army and various policing organizations.
Conduct Staff planning Military Decision Making Processes.
Doctrine development and integration into current and future operations.


Required Qualifications and Skills:
6 Years of related work experience
United States citizen with a US Passport having at least 6 months of remaining eligibility
Must be able to obtain an Afghan Visa
Interpersonal communication, influence, and interaction skills that are effective in a complex strategic environment.
Creative problem solving skills.
Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment.
Possess a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Master's degree in a strategic analysis or security assistance-related field (security studies, conflict studies, international relations, management, operations research, terrorism studies).
Extensive operational and cultural experience working in joint military-interagency counterterrorism and counterinsurgency campaigns in an analysis, assessment, or planning capacity.
Shall have held positions equivalent to or higher than brigade-level staff officer and have conducted extensive and high-level outreach and liaison within the national security and intelligence communities.
Shall have at least 6 months of experience within the last 4 years serving or working with the international coalition in Afghanistan.
Must be prepared to operate in physically austere conditions as the mission may require.
Extensive cultural knowledge and expertise relating to Afghanistan and surrounding countries.
Experience interfacing with foreign defense and government organizations, particularly the Afghan MoD, MoI, and National Directorate of Security (NDS).
Able to work independently and in harmony with others in a stressful, deployed combat environment.

Physical Requirements/Working Environment:
Must be willing to deploy to and reside in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.
Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.
Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location. Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards. Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day, also must be able to routinely climb / descend stairs or rough terrain..
Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders. Must be able to read and interpret newspaper and typewritten print, and communicate by voice and detect sound by ear. Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.
The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region. Physical requirements include but not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.
In country hires who have previously attended CRC may not have to attend CRC but must still meet all medical and other deployment requirements.
Must comply with drug testing/screening requirement every six months.

Desired Qualifications:
Familiar with relationships between Resolute Support, CSTC-A, and the ANDSF.
Prior experience with Defense Contracting, ITAR's, and Import/Export Regulations.
Current or prior working experience on this contract

Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied.
